The Devonport site encompasses HM Naval Base (Devonport) (owned by the MOD) and Devonport Royal Dockyard Limited (owned by Babcock). This complex environment integrates a variety of strategic demands alongside commercial and financial arrangements to fulfill Defence objectives.

Our Naval Base promotes a collaborative and adaptable work atmosphere, where Civil Servants and Armed Forces personnel unite across a range of engaging and challenging positions. The dynamic nature of this role necessitates active collaboration with various teams to ensure task progression. Each day presents unique challenges, making this position both fulfilling and integral to shaping positive Defence outcomes.

This position is structured for 37 hours per week and necessitates a physical presence on-site due to the responsibilities involved.

Key Responsibilities

As the principal staff officer and Business Manager for the NBC(D) HQ, you will directly support NBC and DNBC. Your role will involve understanding, developing, and communicating NBC's objectives and priorities, ensuring that cross-directorate staff activities are aligned with these goals.

You will serve as the key liaison for directives from higher headquarters and external agencies, responsible for their analysis, coordination, delegation, tracking, compilation, review, and timely submission.

Your duties will include:

  • Generating, coordinating, and managing the annual NBC(D) Business Plan.
  • Aligning with the Director's business management plan.
  • Coordinating the establishment of pan-Directorate objectives.
  • Managing NBC(D)'s JIRA tool and routine management information to support internal business operations.
  • Ensuring compliance with NCHQ's reporting requirements.

You will also oversee the administration and management of NBC(D)'s risk, maintaining the Naval Base Risk Register and all related administrative tasks in accordance with Navy Command directives. Your role will include identifying and articulating composite strategic risks for NBC(D).

Additionally, you will implement SCRUM methodologies across the HQ and represent NBC(D) at Director SM COS SCRUM meetings.

Your responsibilities will extend to managing the NBC(D) Knowledge & Information Management (KIM) function and the iHub, ensuring compliance with Navy Command's Information Management Policy regarding Information Assurance and Data Protection. You will oversee the local IM Strategy, Plan, and governance framework, delivering the Authorised Condition Compliance Statement (ACCS) for documents, records, authorities, and certificates.

Moreover, you will be accountable for managing Quality Assurance (ISO 9001:2015 and ISO 14001:2015 accreditation) across the HQ and for the NBC(D) Business Management System (BMS), which includes Quality and Environmental Management Systems.

Candidate Profile

As an ex-officio member of the Executive Committee, you will coordinate with the E&O Manager to ensure that all visits convey the appropriate operational or strategic message in line with NBC(D) objectives.

Your role will involve fostering consensus, generating compromise, identifying priorities, and directing staff activities under the guidance of NBC and DNBC.

Additionally, you will serve as the Duty SEL and hold executive authority over the SIO Department and E&O Manager, along with functional authority over NBC(D) personnel, including Heads of Departments, in fulfilling primary and secondary responsibilities.

Compensation and Benefits

The position offers a salary of £57,670, with the Ministry of Defence contributing £15,570 towards your membership in the Civil Service Defined Benefit Pension scheme. Depending on business needs, some roles may allow for a combination of office and remote work, with a minimum expectation of 60% of working time spent in the office.

Please note that this position does not provide relocation expenses. New external recruits to the MOD will undergo a six-month probation period.
