Position Overview
His Majesty’s Naval Base Clyde (HMNB Clyde) serves as the foundation for the United Kingdom’s Strategic Nuclear Deterrent, housing Astute Class Attack Submarines, the First Mine Counter Measure Squadron, and 43 Cdo Royal Marines. This operational support and maintenance base, part of the Navy Command TLB, encompasses both Faslane and Coulport sites. The primary mission of HMNB Clyde is to deliver engineering and logistical support to the Royal Navy, ensuring the Continuous at Sea Deterrent (CASD) is maintained effectively. This is accomplished by guaranteeing that at least one Vanguard Class submarine is consistently on patrol throughout the year. RNAD Coulport is tasked with the storage, processing, maintenance, and issuance of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.
This role is one of three Assistant Heads within HMNB Clyde’s Security Organisation, collectively ensuring comprehensive security outcomes across the Clyde enterprise. The selected candidate will be responsible for the strategy of nuclear security capabilities, secure integration of future initiatives, and management of in-service capabilities.
The individual will lead a small team and serve as the Lead User for a specialized capability development and delivery program. Accountability lies with the Naval Base Commander, through the Deputy Head Naval Base (Security).
Key Responsibilities
This role presents an exceptional opportunity to innovate and implement a new strategy for full-spectrum security capabilities as Clyde embarks on a significant regeneration phase.
This dynamic position merges a substantial systems leadership challenge with the opportunity to address intriguing and sensitive security issues. It will necessitate close collaboration with various organizations within the national security community, the Royal Navy, and Defence.
- Formulate a clear and actionable security capability strategy, securing internal, external, and financial support.
- Utilize Defence, Police, and national intelligence resources to comprehend current and future threats, informing the capability strategy.
- Proactively engage with future programs to ensure they are Secure by Design.
- Oversee in-service security capability management across program boundaries, addressing deficiencies and enhancing security outcomes.
- Manage security risk across programs, aligning with organizational risk management strategies to treat, tolerate, or transfer risk.
- Supervise the Annual Budgetary Cycle to ensure appropriate investment in security capabilities.
- Lead and develop a small team, acting as the Lead User for a specialized program team.
Candidate Profile
Essential Qualifications:
- Demonstrated leadership experience, capable of building resilient teams, influencing and motivating others across organizational boundaries, and fostering a culture of innovation and results.
- Proficient in managing sensitive policy or operational matters and making balanced decisions to fulfill complex missions.
- Experience in advising and gaining the confidence of senior leaders, with the ability to analyze intricate issues and provide clear recommendations, understanding the motivations of others to drive effective decisions.
- Strong interpersonal and communication skills, able to convey sensitive intelligence, geopolitical factors, and threat atmospherics into a coherent, actionable security capability vision, engaging various internal and external stakeholders.
- Ability to excel and achieve successful outcomes in a fast-paced, high-pressure environment.
- Understanding of capability management and risk management processes.
- Applicants must complete DV clearance and undergo STRAP induction prior to commencing the role. Full UK nationality is required.
Desirable Qualifications:
- Knowledge and experience in security risk management and mitigation, preferably from extensive work in nuclear or other high-risk sectors.
- Understanding of Portfolio, Programme, and Project management / Capability Management and Risk Management, ideally within a Ministry of Defence or governmental context.
- A solid grasp of current and emerging security threats, along with the application of physical security, personnel security, and cyber security/information assurance.
