Position Overview

His Majesty’s Naval Base Clyde (HMNB Clyde) serves as the foundation for the United Kingdom’s Strategic Nuclear Deterrent, housing Astute Class Attack Submarines, the First Mine Counter Measure Squadron, and 43 Cdo Royal Marines. This operational support and maintenance base, part of the Navy Command TLB, encompasses both Faslane and Coulport sites. The primary mission of HMNB Clyde is to deliver engineering and logistical support to the Royal Navy, ensuring the Continuous at Sea Deterrent (CASD) is maintained. This involves guaranteeing that at least one Vanguard Class submarine is on patrol at sea every day of the year. RNAD Coulport is tasked with the storage, processing, maintenance, and issuance of the Trident Weapon System and the ammunitioning of all submarine-embarked tactical weapons.

This role is one of three Assistant Heads within HMNB Clyde’s Security Organisation, collectively responsible for delivering comprehensive security outcomes across the Clyde enterprise. The individual in this position will oversee nuclear security capability strategy, secure integration of future initiatives, and management of in-service capabilities.

The selected candidate will lead a small team and serve as the Lead User for a specialized capability development and delivery program. Accountability will be to the Naval Base Commander, through the Deputy Head Naval Base (Security).

This pivotal role presents a genuine systems leadership challenge, coupled with the opportunity to engage with intriguing and sensitive security issues. Collaboration with a diverse array of organizations across the national security landscape, the Royal Navy, and Defence will be essential.

  • Formulate a clear and actionable security capability strategy, with both internal and external endorsements.
  • Utilize Defence, Police, and national intelligence resources to assess contemporary and future threats, informing capability strategy.
  • Proactively engage with future programs to ensure they are designed with security in mind.
  • Oversee security capability management across program boundaries, responding proactively to address deficiencies and enhance security outcomes.
  • Manage security risk across programs, ensuring risks are treated, tolerated, or transferred in accordance with organizational risk management strategies.
  • Supervise the Annual Budgetary Cycle to ensure appropriate investments in security capabilities.
  • Lead and develop a small team, acting as Lead User for a specialized program team.

Candidate Profile

Essential Qualifications:

  • Demonstrated leadership experience, with the ability to cultivate resilient teams, influence and motivate others across organizational boundaries, and foster a culture that inspires staff, encourages innovation, and achieves results.
  • Proven experience in managing sensitive policy or operational matters and making balanced decisions to fulfill complex missions.
  • Experience in advising and gaining the confidence of senior leaders, showcasing the ability to analyze intricate issues and provide clear recommendations, while understanding the motivations of others to drive effective decisions.
  • Strong interpersonal and communication skills, capable of translating sensitive intelligence, geopolitical factors, and threat assessments into a clear, actionable security capability vision, securing engagement and support from various internal and external stakeholders.
  • Ability to excel and deliver successful outcomes in a dynamic, high-pressure environment.
  • Understanding of capability management and risk management processes.
  • Applicants must complete DV clearance and achieve STRAP induction prior to commencing the role. Full UK National status is required.

Desirable Qualifications:

  • Knowledge and experience in security risk management and mitigation, particularly from extensive work in nuclear or other high-risk sectors.
  • Familiarity with Portfolio, Programme, and Project management / Capability Management and Risk Management, ideally within a Ministry of Defence or governmental context.
  • A solid understanding of current and emerging security threats, including the application of physical security, personnel security, and cyber security/information assurance.
