London, Greater London, United Kingdom UK Civil Service Full time

Job Overview

His Majesty's Naval Base Clyde (HMNB Clyde) serves as a critical hub for the United Kingdom's Strategic Nuclear Deterrent, including Astute Class Attack Submarines and the First Mine Counter Measure Squadron. This operational support and maintenance facility, part of the Navy Command TLB, encompasses both Faslane and Coulport sites. The primary mission of HMNB Clyde is to deliver engineering and logistical support to the Royal Navy, ensuring the Continuous at Sea Deterrent (CASD) is maintained by having at least one Vanguard Class submarine on patrol every day of the year.

HMNB Clyde fosters a collaborative, adaptable, and supportive work environment where Civil Servants, Armed Forces personnel, and Contractors unite in a variety of operationally focused and stimulating roles.

The Support Capability Team plays a vital role in evaluating and shaping future support strategies by gaining a comprehensive understanding of current services and identifying gaps in provision. The team is dedicated to enhancing existing support frameworks and developing a clear, cohesive understanding of future demands within a Clyde Integrated Operating Framework. It also includes the Service Delivery Group (SDG), which manages contracts and financial oversight of the Future Maritime Support Programme (FMSP).

We are excited to announce an opportunity to join the SDG as a Senior Performance Manager. In this role, you will oversee the management of new requirements onto contracts, improvement initiatives, transformation, transition, and integration activities related to contracted outputs across FMSP contracts at HMNB Clyde.

Key Responsibilities

Your primary responsibilities will include:

  • Leading the interface between Customers and the SDG for all new contracted requirements related to the FMSP Hard Facility Management & Alongside Services (Hard FM & ALS) and Soft Facility Management (Soft FM) contracts, ensuring alignment with other contracts as necessary.
  • Facilitating collaboration and integration of all current and new contracted outputs for FMSP Hard FM & ALS and Soft FM contracts, including managing cross-contract Customer Feedback Forms to ensure a unified response.
  • Overseeing all transition activities associated with the Soft FM and Hard FM & ALS contracts throughout the procurement cycle, ensuring all contracted outputs are effectively transitioned to Full Operating Capability (FOC) and that any new change or improvement initiatives are smoothly integrated into service.
  • Driving Continuous Improvement efforts by engaging with Customers and Industry to identify, scope, and implement enhancements that support operational delivery.
  • Managing Industry transformation activities to ensure that benefits are realized and accurately reconciled with the contracts.
  • Coordinating with other SDG Senior Performance Managers and FMSP contracts to ensure the delivery of contracted cross-lot Government Furnished Assets (GFA) services in accordance with the Hard FM & ALS Contract GFA Service deliverables.
  • Providing support and data analysis for the FMSP Operational Coordination Board and the HMNB Clyde Service Delivery Integration Group, acting as deputy to the Assistant Head SDG during governance meetings as required.
  • Utilizing FMSP contract management systems to ensure information is accurate, updated, and authorized, while providing necessary data analysis to support governance processes.
  • Contributing to the monthly consolidation and reporting of all contract performance and financial information, including commentary on variances, recovery plans, continuous improvement, transformation, and benefits tracking.
  • Providing cover for the Assistant Head SDG and other contracts managed by the SDG as needed.

Candidate Profile

As a key player in leading and embedding FMSP improvements, you will possess a proactive attitude towards change and a curiosity about current operational practices, with a willingness to propose enhancements.

You will exemplify a collaborative approach in engaging with stakeholders, demonstrating comfort in communicating with individuals across all levels, including military, civilian, and Industry Partners.

Your holistic approach to teamwork will help avoid siloed operations, promoting a 'One Clyde' ethos.

Benefits

In addition to a competitive salary, the Ministry of Defence contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme. This role supports hybrid working arrangements, allowing for a blend of office and home-based work, subject to business needs.

Additional benefits include:

  • 25 days of paid annual leave, increasing to 30 days after five years of service.
  • A comprehensive pension scheme.
  • Flexible working options to support work/life balance.
  • A culture that promotes inclusion and diversity.
  • Opportunities for personal and professional development.
  • Access to various employee support services and discount schemes.
  • On-site facilities including a gym and recreational areas.
  • Free car parking and assisted travel schemes.

Successful candidates will have the opportunity to discuss their development options with their manager upon joining.

Please note that the Ministry of Defence is committed to providing a safe and healthy working environment for all staff.
