Position Overview

His Majesty's Naval Base Clyde (HMNB Clyde) serves as the foundation for the United Kingdom's Strategic Nuclear Deterrent, housing the Astute Class Attack Submarines, First Mine Counter Measure Squadron, and 43 Cdo Royal Marines. This operational support and maintenance base, part of the Navy Command TLB, encompasses both Faslane and Coulport sites. The primary mission of HMNB Clyde is to deliver engineering and logistical support to the Royal Navy, ensuring the Continuous at Sea Deterrent (CASD) is maintained effectively. This is accomplished by guaranteeing that at least one Vanguard Class submarine is on patrol every day of the year. RNAD Coulport is tasked with the secure storage, processing, maintenance, and issuance of the Trident Weapon System and all submarine-embarked tactical munitions.

This role is one of three leadership positions within HMNB Clyde's Security Organisation, which collectively ensures comprehensive security outcomes across the Clyde enterprise. The individual in this role will be accountable for the strategic direction of nuclear security capabilities, the secure integration of future initiatives, and the management of in-service capabilities.

The incumbent will lead a dedicated team and serve as the Lead User for a specialized capability development and delivery program. Accountability lies with the Naval Base Commander, through the Deputy Head Naval Base (Security).

Key Responsibilities

This position presents an exceptional opportunity to innovate and implement a new strategy for comprehensive security capabilities as Clyde embarks on a significant regeneration phase.

This dynamic role entails tackling complex systems leadership challenges while addressing intriguing and sensitive security issues. It will require close collaboration with a diverse array of organizations within the national security framework, the Royal Navy, and the broader Defence community.

  • Formulate a clear and actionable security capability strategy, securing both internal and external endorsements.
  • Utilize Defence, Police, and national intelligence resources to assess current and future threats, informing the capability strategy.
  • Proactively engage with future initiatives to ensure they are designed with security as a foundational principle.
  • Oversee security capability management across various programs, responding proactively to address deficiencies and enhance security outcomes.
  • Manage security risk across programs, aligning with organizational risk management strategies to treat, tolerate, or transfer risks appropriately.
  • Supervise the Annual Budgetary Cycle to ensure adequate investment in security capabilities.
  • Lead and develop a small team, acting as the Lead User for a specialized program team.

Candidate Profile

Essential Qualifications:

  • Demonstrated leadership experience, with a proven ability to build resilient teams, influence and motivate individuals across organizational boundaries, and foster a culture of innovation and results.
  • Experience in managing sensitive policy or operational matters and making informed decisions to achieve complex objectives.
  • Proven ability to advise and gain the confidence of senior leaders, with a capacity to analyze intricate issues and provide clear recommendations, understanding the motivations of others to facilitate effective decision-making.
  • Strong interpersonal and communication skills, capable of translating sensitive intelligence and geopolitical factors into a coherent security capability vision that engages a variety of internal and external stakeholders.
  • Ability to excel and achieve successful outcomes in a fast-paced, high-pressure environment.
  • Understanding of capability management and risk management processes.
  • Applicants must be willing to undergo DV clearance and STRAP induction and must be full UK Nationals.
  • While limited hybrid and flexible working arrangements may be considered, regular attendance at the workplace is essential due to security requirements.

Desirable Qualifications:

  • Knowledge and experience in security risk management and mitigation, particularly from extensive work in nuclear or other high-risk sectors.
  • Familiarity with Portfolio, Programme, and Project management, preferably within a Ministry of Defence or governmental context.
  • A solid understanding of current and emerging security threats, along with the application of physical security, personnel security, and cyber security/information assurance.
