Position Overview
Become an integral part of the Navy Command leadership team, tasked with spearheading a transformative programme aimed at executing a substantial infrastructure investment. This initiative is designed to modernize facilities and services across the naval base, ensuring readiness for contemporary and future naval operations.
The Devonport site, encompassing both the Ministry of Defence's naval base and the Babcock-operated dockyard, stands as one of the largest naval facilities in Western Europe. It serves as a vital asset for the UK Defence, playing a crucial role in supporting the Royal Navy's fleet and personnel.
As the Portfolio Manager, you will report directly to the Senior Responsible Owner (SRO), collaborating with diverse project teams to design and implement various interrelated projects aimed at enhancing and modernizing the naval infrastructure. Your role will involve establishing a solid governance framework to ensure effective delivery and oversight of projects.
This is a unique opportunity to join a newly established team that will significantly influence the direction and execution of major infrastructure initiatives, contributing to the operational capabilities of the Royal Navy and benefiting the local community.
Key Responsibilities
Leadership and Team Development
- Foster a unified vision and purpose within the team, empowering business areas to make informed decisions.
- Encourage strong collaborative relationships across the integrated team and with external stakeholders.
- Manage performance consistently, ensuring adherence to Diversity and Inclusion principles while providing constructive feedback.
- Identify and nurture capability development needs, ensuring comprehensive Development Plans are in place.

Portfolio Management
- Collaborate with business areas to identify and prioritize new projects for portfolio entry, providing regular updates to governance boards.
- Establish a clear governance structure and reporting framework aligned with best practices in portfolio management.
- Maintain a comprehensive portfolio delivery map to track project progress and interdependencies.
- Identify and manage portfolio risks, implementing effective responses to challenges.
- Engage stakeholders to map interests and influence, ensuring effective communication and collaboration.
- Monitor and report on programme budgets, supporting financial planning as necessary.
- Lead efforts to integrate organizations across the Devonport site, promoting a cohesive project team approach.
- Provide guidance and education on programme management best practices to colleagues.
- Support the SRO in programme matters as needed.
- Recruit and develop programme office staff, managing their ongoing performance.
Candidate Profile
The ideal candidate will possess the following qualifications:
- Experience in managing complex projects and programmes, utilizing portfolio management to drive organizational change.
- Proven ability to establish robust governance frameworks for responsible project oversight.
- Demonstrated leadership skills in managing virtual teams across various functions and locations.
- Expertise in risk management and strategic planning to enhance portfolio performance.
Desirable Qualifications
- Experience in defence or construction sectors within regulated environments.
- Significant experience leading multi-million-pound programmes, particularly in infrastructure.
- Familiarity with government financial approval processes for large-scale projects.
