This position entails a commitment of 37 hours per week.

Key Responsibilities

  • Accountable to the Deputy Estates Manager (NB Estate) for the execution of the Future Maritime Support Programme (FMSP) Asset Management function, ensuring stakeholder engagement to ascertain asset requirements.
  • Support the Deputy Estates Manager (NB Estate) by acting as the Intelligent Customer (IC) for the Performance and Maintenance function, primarily through the FMSP contract.
  • Ensure that Management Information, reports, and contract deliverables align with the FMSP Statement of Technical Requirement (SOTR) and associated annexes, collaborating with the Nuclear Design & Maintenance (NDM) group where necessary.
  • Conduct sampling and surveillance audits of maintenance and new works activities to guarantee contractual compliance and the accuracy of reports and data.
  • Collaborate with the IP under the guidance of the Deputy Estates Manager (NB Estate) to ensure optimal contract performance and value for money.
  • Maintain an accurate Asset Management Register to support the Strategic Asset Management Plan and Asset Management Plans.
  • Ensure compliance with regulatory and legislative requirements for major projects and the Non-Nuclear Waterfront programme, including utilities and facilities/services.
  • Manage project delivery directly or through Industry Partners as part of the FWS Project Management responsibilities.
  • Implement industry-standard Institute of Asset Management (IAM) practices in asset management across the estate, assisting the Deputy Estates Manager (NB Estate) with the development and maintenance of the Level 2 Asset Register.
  • Review asset survey reports to ensure maintenance issues are addressed, bringing any deficiencies to the attention of the Deputy Estates Manager (NB Estate).
  • Work with the IP to enhance performance and value for money in maintenance and new works delivery processes.

Candidate Profile

Essential Qualifications:

  • Level 4 qualification in a maintenance or health and safety-related discipline, or a Level 3 qualification with extensive relevant experience.
  • Membership in a professional project management body and a facilities management or RICS-related professional body.
  • A formal health and safety qualification such as IOSH or NEBOSH.
  • A Project Management qualification such as Prince 2, MSP, or APM (PMQ).

Desirable Qualifications:

  • Experience in Asset/Facilities Management or a commitment to pursue an appropriate qualification within six months of appointment.

In addition to a competitive salary of £35,290, the Ministry of Defence contributes £9,528 towards your membership in the Civil Service Defined Benefit Pension scheme. Other benefits include:

Note: The role may be subject to change following a review within Navy Command.

Some positions may allow for a combination of office and home-based working, subject to business needs and workplace adjustments. All office-based employees are expected to spend a minimum of 60% of their working time in the office. Further details can be requested from the Vacancy Holder.

The post does not offer relocation expenses, and external recruits new to the Civil Service will undergo a six-month probation period.
