Policy Advisor for Adult Social Care Initiatives

Position Overview
The Department of Health and Social Care (DHSC) is dedicated to empowering individuals to lead more independent and healthier lives. Our core values include inclusivity, continuous improvement, challenge, and agility. If you resonate with these principles, we invite you to explore this opportunity.
The Adult Social Care (ASC) Group within DHSC is at the forefront of all adult social care matters. Addressing the needs of an ageing population and establishing a sustainable adult social care framework is a significant societal challenge. The government aspires to enhance adult social care through the proposed National Care Service.
We prioritize diversity and inclusion, recognizing that these are ongoing journeys. Our goal is to cultivate a workforce that mirrors the society we serve. We encourage applications from all individuals, particularly those who are gender diverse, disabled, LGBTQ+, care leavers, and from underrepresented ethnic backgrounds, including Black, Asian, mixed, and other ethnic groups. We also value candidates with personal experience in social care, whether through professional roles, unpaid caregiving, or service utilization. Such lived experiences are crucial in helping us improve outcomes and foster an inclusive workplace.
We are seeking a Senior Advisor to join our Adult Social Care Strategy team. This cross-functional team is responsible for shaping and advancing the government's priorities in adult social care. Collaboration with colleagues across the Social Care Group, advising ministers and the Director-General on critical priorities, and anticipating future challenges in social care are key aspects of this role. The team also engages with external stakeholders to ensure a cohesive strategy that leverages expertise from both government and the social care sector. We pride ourselves on our inclusivity, creativity, team spirit, and commitment to professional growth.
Key Responsibilities
In this role, you will engage with various high-profile strategic policy areas to support ministerial objectives during the Spending Review and advance the government's adult social care strategy aimed at establishing a National Care Service. Responsibilities may include:
- Facilitating the execution of significant initiatives for ministers and the Director-General, including overseeing a G7 to ensure clarity in priorities and advancing the adult social care Spending Review bid.
- Understanding the broader context by supporting a series of cross-cutting strategic projects, utilizing insights from the sector to inform the group's Spending Review plans.
- Participating in strategic projects led by the team, which may involve shaping the approach to AI in adult social care, influencing government support for working-age adults, and addressing inequalities in care, including LGBTQ+ rights.
- Establishing and nurturing a network of internal and external stakeholders to assist policy teams in the bid development process, ensuring consistency across the Group.
- Exhibiting agility and flexibility as a team player, taking on reactive tasks that may not have a designated home within the Social Care Group, and collaborating with other teams to meet high standards and deadlines.
- Effectively presenting and communicating strategic priorities to senior officials, including the Social Care Director General, to influence top-level decision-making.
- Identifying and scoping strategic projects aligned with your interests and expertise, persuading senior officials to gain support, ensuring all projects have a tangible impact on individuals receiving care and support.
Candidate Profile
This position is ideal for a candidate who excels at understanding the broader context of policy issues and identifying viable solutions. The successful candidate will:
- Thrive in a dynamic and ambiguous environment, adeptly managing competing priorities to meet tight deadlines.
- Build and maintain a robust network of internal and external stakeholders, strategically leveraging these relationships to achieve favorable outcomes.
- Quickly grasp complex policy issues and confidently utilize evidence and analysis to propose solutions and understand broader implications.
- Demonstrate exceptional verbal and written communication skills, effectively articulating complex policy matters in a clear and concise manner.
Assessment Criteria
During the selection process, candidates will be evaluated against the following behaviors:
- Seeing the Big Picture
- Communicating and Influencing
- Making Effective Decisions
Compensation and Benefits
In addition to a competitive salary, the Department of Health and Social Care offers a comprehensive benefits package, including contributions to a Civil Service Defined Benefit Pension scheme, tailored learning and development opportunities, flexible working arrangements, and a culture that promotes inclusion and diversity.
