The medicines budget is the second largest expenditure for the NHS, following personnel costs, and the annual spending on medications continues to rise. Therefore, our efforts to manage these costs are vital for the sustainability of NHS funding. The medicines pricing division is tasked with formulating Government policy regarding the pricing of branded medications, which includes engaging with the Intellectual Property Office to ensure that the patent system serves patients effectively, collaborating with health and regulatory partners to facilitate patient access to new treatments, and devising strategies to achieve greater savings on established medications.

Role Responsibilities

The successful candidate will spearhead policy formulation on various issues related to NHS procurement of branded medications. Depending on their expertise and interests, they will oversee a specific portfolio of policy areas, which may encompass topics such as intellectual property, biosimilars, and international relations.

The candidate will synthesize insights from academic studies, industry perspectives, and input from the NHS and other governmental bodies to establish a robust evidence base regarding the effects of different strategies on patients, the NHS, and the economy. This role will also involve enhancing the Department's capabilities to solidify its position as a center of expertise in pharmaceuticals and healthcare economics.

The successful candidate will ensure the effective governance and execution of the 2024 Voluntary Scheme for Branded Medicines Pricing, Access, and Growth (VPAG) and the associated statutory regulations. This will involve supporting the Department in achieving projected savings of approximately £14 billion over five years. As a member of the Department's pricing committee, they will contribute to discussions and decisions regarding reasonable pricing for new medications and requests for price adjustments for existing ones.

This position offers the chance to work within a skilled, supportive, and multidisciplinary team (comprising policy, operations, legal, analytical, and commercial experts) on one of the critical policy areas essential for the NHS's effectiveness and one of the largest commercial agreements ever made by the Government.

Desirable Criteria

  • Experience or knowledge of the pharmaceutical sector, medication prescribing/procurement, or healthcare economics.
  • Commercial experience, including negotiation skills.

Work Location and Flexibility

Your primary workplace will be your contractual base, typically either London or Leeds. The Department of Health and Social Care offers flexible working arrangements, with a current expectation of at least 60% of your working hours spent in the office to facilitate collaboration and team interaction.

While this role is limited to candidates based in the UK, opportunities for remote work may be available, and other flexible working options can be discussed with the hiring manager based on individual circumstances and business needs.
