The medicines budget constitutes the second largest expenditure for the NHS, following staff costs, and the annual spending on medications continues to rise. Therefore, our efforts to manage these expenses are vital for the sustainability of NHS funding. The medicines pricing team is tasked with formulating Government policy regarding the pricing of branded medications. This includes liaising with the Intellectual Property Office to ensure the patent system serves patient interests, collaborating with health and regulatory partners to facilitate patient access to new treatments, and devising strategies to achieve greater savings on established medications.
Specifically, we spearhead the execution and management of the voluntary scheme for branded medicines pricing, access, and growth (VPAG), which represents one of the most significant commercial agreements ever established by the Government, projected to save the NHS approximately £14 billion over the next five years. This initiative, along with its associated statutory regulations, is foundational to the UK's medicines pricing framework.
We are seeking to enhance our team to ensure we possess the necessary capacity and expertise to continue driving improvements in an increasingly intricate environment.
Key Responsibilities
The successful candidate will take the lead in developing policies related to NHS procurement of branded medications. Depending on their expertise and interests, they will be assigned specific policy areas to oversee, which may encompass topics such as intellectual property, biosimilars, international relations, and more.
The individual will synthesize insights from academic research, industry perspectives, and viewpoints from the NHS, Devolved Governments, and other Government Departments to establish a robust evidence base regarding the effects of various approaches on patients, the NHS, and the economy. In doing so, they will enhance the Department's capabilities, solidifying our position as a center of expertise in pharmaceuticals, market dynamics, and healthcare economics.
The successful candidate will also ensure the effective governance and operation of the 2024 VPAG and the related statutory regulations, thereby supporting the Department in achieving projected savings for the NHS of around £14 billion over five years. As a member of the Department's pricing committee, they will contribute to discussions and decisions regarding reasonable pricing for new medications and requests for price adjustments for existing ones.
This role presents an excellent opportunity to collaborate within a skilled, supportive, and multidisciplinary team (comprising policy, operations, legal, analytical, and commercial experts) on one of the policy areas crucial to the NHS's effectiveness and one of the largest commercial agreements ever made by the Government.

Desirable Qualifications

Work Location and Flexibility
Your primary workplace will typically be either London or Leeds. The Department of Health and Social Care offers non-contractual hybrid working arrangements, with an expectation of at least 60% of your working hours spent in the office to facilitate in-person collaboration and support.
