Leeds, Leeds, United Kingdom Department of Health and Social Care Full time

Position Overview

The Department of Health and Social Care is dedicated to enhancing the quality of life for individuals by ensuring they have access to essential healthcare services. Our core values include inclusivity, continuous improvement, a willingness to challenge the status quo, and agility in our operations. We invite you to consider a role within our dynamic environment.

Within the Medicines Directorate, our mission is to guarantee that patients receive the most effective treatments while maintaining fiscal responsibility for the NHS and fostering a thriving life sciences industry. Collaborating closely with the NHS, the Office for Life Sciences, and various stakeholders from both patient and industry sectors, we strive to leverage both innovative and established therapies to enhance health outcomes across the UK.

The management of the medicines budget is critical, as it represents the second-largest expenditure for the NHS, following personnel costs. With increasing annual spending on medications, our efforts to regulate costs are vital for the sustainability of NHS funding. The medicines pricing division oversees governmental policies regarding the pricing of branded pharmaceuticals, engaging with the Intellectual Property Office to ensure the patent system serves patients effectively, collaborating with health and regulatory partners to facilitate patient access to new therapies, and developing strategies to achieve greater savings on established medications.

We are expanding our team to enhance our capacity and expertise in navigating an increasingly complex healthcare landscape.

If you are interested in contributing to a specialized policy team that:

  • Addresses significant health challenges, such as funding advanced therapies for conditions like Alzheimer's.
  • Engages with leading analytical and academic research.
  • Participates in high-stakes commercial negotiations within the life sciences sector.

This role may be a perfect fit for you.

Role Responsibilities

The selected candidate will spearhead policy formulation on various aspects of NHS procurement for branded medications. Depending on their expertise and interests, they will manage a specific portfolio of policy areas, which may encompass topics such as intellectual property, biosimilars, and international relations.

The candidate will synthesize insights from academic studies, industry perspectives, and viewpoints from the NHS and other governmental bodies to establish a robust evidence base regarding the effects of diverse approaches on patients, the NHS, and the broader economy. This effort will enhance the Department's capabilities, solidifying its status as a center of expertise in pharmaceuticals, market dynamics, and healthcare economics.

The successful candidate will ensure the effective governance and implementation of the 2024 Voluntary Scheme for Branded Medicines Pricing, Access, and Growth (VPAG) along with statutory regulations. This role will support the Department in achieving projected savings of approximately £14 billion over five years. As a member of the Department's pricing committee, the individual will contribute to discussions and decisions regarding reasonable pricing for new medications and evaluate requests for price adjustments on existing drugs.

This position offers an excellent opportunity to collaborate within a skilled, supportive, and multidisciplinary team (comprising policy, operations, legal, analytical, and commercial experts) on critical policy areas essential for the NHS's effectiveness and one of the largest commercial agreements ever established by the Government.

Key Skills and Experience

Essential Criteria

We encourage applications from candidates with diverse backgrounds and experiences, particularly those who:

  • Can analyze intricate issues using a variety of qualitative and quantitative data to reach logical conclusions.
  • Possess strategic thinking abilities, adept at balancing competing organizational priorities and connecting disparate areas of work.
  • Enjoy developing deep expertise in complex subjects by collaborating with various subject matter experts.
  • Can work effectively across organizational boundaries.
  • Are capable of working autonomously, taking ownership of specific issues to drive progress efficiently.
  • Exhibit excellent communication skills, able to convey complex information to diverse audiences.

Desirable Criteria

We particularly welcome candidates who can demonstrate:

  • Experience or knowledge of the pharmaceutical sector, including drug prescribing and procurement, or healthcare economics.
  • Commercial experience, particularly in negotiations.

Flexible Working Arrangements

Your primary workplace will typically be either London or Leeds. The Department of Health and Social Care offers flexible working arrangements, with a current expectation of at least 60% of your working hours spent in the office to foster collaboration and team dynamics.

During the application process, you will be asked to indicate your location preference. Please note that this role is only available for candidates located in the UK, and some travel may be necessary across the Department's facilities.

Opportunities for remote work may be available, and other flexible working options can be discussed with the hiring manager based on individual circumstances and business needs.

Behaviors

During the selection process, candidates will be assessed against the following behaviors:

  • Effective Communication and Influence
  • Decision-Making Competence
  • Delivering Results Promptly
  • Understanding the Bigger Picture

Benefits

In addition to a competitive salary, the Department of Health and Social Care contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme, along with:

  • Tailored learning and development opportunities
  • A flexible working environment
  • A culture that promotes inclusion and diversity
  • An average employer contribution of 27% towards your pension
