Strategic Consultant for Adult Care Services

Position Overview
The Department of Health and Social Care (DHSC) is dedicated to empowering individuals to lead more autonomous and healthier lives. Our core values emphasize inclusivity, continuous improvement, constructive challenge, and agility. If you resonate with these principles, we invite you to explore this opportunity.
The Adult Social Care (ASC) Group within DHSC is at the forefront of all adult social care initiatives. Addressing the complexities of creating a sustainable adult social care framework that caters to the needs of our aging population is a critical societal challenge. The government is committed to enhancing adult social care, with aspirations for a National Care Service.
We prioritize diversity and inclusion, recognizing that this is an ongoing journey. Our goal is to cultivate a workforce that mirrors the society we serve, and we welcome applications from all backgrounds. We are particularly eager to hear from candidates who identify as gender diverse, disabled, LGBTQ+, care leavers, and those from underrepresented ethnic groups, including Black, Asian, mixed, and other ethnic communities. We also value applicants with personal experience in social care, whether through professional roles, as unpaid caregivers, or as service users. Individuals with lived experiences contribute significantly to improving outcomes and fostering an inclusive workplace.
We are seeking a Senior Advisor to join our Adult Social Care Strategy team. This dynamic team is responsible for shaping and advancing the government's priorities in adult social care. Collaboration is key, as we work alongside colleagues in the Social Care Group, providing guidance to ministers and the Director-General on pressing priorities while anticipating future challenges in the sector. Our team also engages with external stakeholders to ensure a cohesive and integrated strategy, leveraging expertise from across government and the social care landscape. We pride ourselves on our creativity, teamwork, and commitment to professional growth.
Key Responsibilities
In this role, you will engage with various high-profile strategic policy areas to support ministerial objectives during the upcoming Spending Review, while advancing the government's vision for adult social care and the establishment of a National Care Service. Your responsibilities may include:
- Facilitating the execution of significant projects for ministers and the Director-General, including oversight of diverse policy areas to ensure clarity in our priorities and propel adult social care's Spending Review initiatives.
- Understanding the broader context by supporting a series of cross-functional strategic projects, bringing insights into key sector issues to aid in the development of the group's Spending Review plans.
- Participating in strategic initiatives led by the team, which may involve shaping the approach to AI in adult social care, influencing government support for working-age adults, and addressing care inequalities, including LGBTQ+ rights.
- Establishing and nurturing a network of internal and external stakeholders to assist policy teams in the bid development process, ensuring consistency across the Group.
- Exhibiting agility and flexibility as a team player, addressing reactive tasks that may not have a designated home within the Social Care Group, and collaborating with other teams to meet high standards and deadlines.
- Effectively communicating strategic priorities to senior officials, including the Social Care Director General, to influence top-level decision-making.
- Identifying and scoping strategic projects aligned with your interests and expertise, while engaging senior officials to secure support. All projects should aim for tangible impacts on individuals receiving care and support.
Candidate Profile
This position is ideal for an individual who excels at grasping the overarching issues within specific policies and identifying viable solutions. The successful candidate will possess:
- The ability to thrive in a fast-paced and ambiguous environment, adeptly managing competing priorities to meet tight deadlines.
- Experience in developing and maintaining a network of internal and external stakeholders, strategically leveraging these relationships to achieve favorable outcomes.
- A strong capability to quickly comprehend complex policy matters and confidently utilize evidence and analysis to formulate solutions and assess broader implications.
- Excellent verbal and written communication skills, with the ability to clearly and persuasively articulate complex policy issues.
Assessment Criteria
During the selection process, candidates will be evaluated against the following behaviors:
- Understanding the Big Picture
- Effective Communication and Influence
- Making Informed Decisions
Compensation and Benefits
In addition to a competitive salary, the Department of Health and Social Care offers a comprehensive benefits package, including contributions to a defined benefit pension scheme, tailored learning and development opportunities, flexible working arrangements, and a culture that promotes inclusion and diversity.
