Position Overview

The Department of Health and Social Care (DHSC) plays a crucial role in addressing health and social care challenges that impact everyone. We are currently seeking a Marketing Manager and a Partnerships Manager to join our dynamic team in a fast-paced communications setting.

The Behavioural Programmes Unit (BPU) specializes in behavior change and implements globally recognized initiatives that encourage individuals of all ages to adopt healthier lifestyles for improved physical and mental well-being.

Our work includes high-profile, multi-channel campaigns and collaborations with both commercial and public sector partners.

As a Marketing Manager, you will possess proven experience in executing audience-specific marketing behavior change campaigns across various marketing channels, including advertising, public relations, social media, and digital platforms.

The Partnerships Manager will assist in managing our significant collaborations with various partners. This role involves fostering enduring relationships with organizations across diverse industries and sectors, creating partnerships that promote widespread behavior change.

Both positions require candidates to demonstrate strong written and verbal communication skills, effective time management, and the ability to work flexibly to meet project deadlines, often under tight schedules.

Key Responsibilities

These roles will contribute to the execution of our campaign strategy for the upcoming period, which includes:

  • Implementing innovative and effective multi-channel marketing campaigns, taking ownership of specific campaign elements, ensuring timely and budget-conscious delivery. This may involve developing campaign messaging, creative content, public relations efforts, partnership initiatives, and conducting research and evaluations.
  • Supporting partnership marketing activities by providing resources for partners, enabling commercial, charitable, and public sector organizations to enhance our campaigns and promote public health.
  • Managing daily campaign budgets to ensure cost-effectiveness.
  • Building and maintaining strong relationships with internal and external partners, collaborating with teams across DHSC and the broader health system, including the NHS.
  • Engaging with key public sector stakeholders, which may include local authorities, community supporters, educational institutions, NGOs, and the NHS.
  • Utilizing various electronic customer relationship management (e-CRM) systems and our Campaign Resource Centre for effective management.
  • Coordinating with external creative, production, partnership, and media agencies to ensure timely and budget-compliant delivery of marketing activities.
  • Drafting responses to parliamentary inquiries, Freedom of Information requests, and general correspondence, ensuring consistency and accuracy.

Candidate Profile

Campaign Delivery:

  • Comprehend how campaigns align with broader departmental objectives.
  • Lead the execution of marketing campaign components, including creative development, media planning, and evaluation.
  • Explore various media channels, including TV, online video, radio, digital platforms, public relations, and community outreach programs.
  • Show enthusiasm for emerging technologies, including artificial intelligence.
  • Oversee quality assurance and collaborate with specialized agencies as needed.
  • Ensure campaigns are delivered on time and within budget, focusing on value for money.

Stakeholder and Team Management:

  • Establish strong professional relationships with DHSC Communications, Policy, and NHS Digital teams, positively influencing as necessary.
  • Collaborate within multidisciplinary teams to achieve campaign excellence.
  • Promote an inclusive, open, and innovative work environment.
  • Develop influential relationships with partners and key stakeholders to facilitate effective campaign support.

Administrative Duties:

  • Effectively manage financial processes within your team, including maintaining budget trackers and managing supplier estimates and invoices.
  • Organize and facilitate meetings, both online and in-person, as required.
  • Ensure value for money across all projects.

Essential Skills and Experience

  • Experience in delivering communication campaigns across various channels, including PR, partnerships, and digital media.
  • Strong organizational skills with the ability to prioritize and manage multiple tasks in a fast-paced environment.
  • Proven project management skills, demonstrating the ability to deliver high-quality projects within tight deadlines and budgets.
  • Excellent relationship management skills for engaging with internal and external stakeholders.
  • Strong verbal and written communication skills, with attention to detail.
  • Ability to build effective working relationships across a diverse partner network.
  • Experience working with creative, partnership, production, and media agencies.
  • Familiarity with campaign budget management.

Work Location

Your primary workplace will be your contractual location, typically either London or Leeds. DHSC offers flexible hybrid working arrangements, with a minimum expectation of 60% of your working time spent in the office to foster collaboration and support.

While this role is UK-based, occasional travel may be necessary. Opportunities for remote work may be available, and other flexible working options can be discussed with the hiring manager based on individual circumstances and business needs.
