Job Overview

An exceptional opportunity to join the Naval Base Emergency Planning Team, collaborating closely with our Industrial Partners to uphold and enhance the nuclear accident emergency protocols for the Devonport Site. This role is pivotal in ensuring compliance with nuclear Authorisation/Licence, enabling us to fulfill our primary mission of maintaining nuclear-powered submarines. Role Responsibilities

As part of a diverse team, you will work alongside various Naval Base departments and industry partners to deliver a comprehensive emergency planning and response capability for the Devonport Site.

The Devonport site serves as a crucial Defence asset, functioning as an Operating and Support Base for the Royal Navy and Royal Marines, providing a wide array of direct and indirect support services for the Naval Service. This includes significant industrial facilities and a variety of military and non-military lodger units, with key partners such as Babcock, Mitie, and Serco.

The Naval Base Commander is tasked with delivering a World-Class, Secure, Safe, Integrated Operating and Support Base for the Royal Navy, with a focus on supporting the submarine programme and ensuring the provision of Nuclear facilities regulated by the Defence Nuclear Safety Regulator.

Key Duties

  • Serve as the Suitably Qualified and Experienced Person (SQEP) Naval Base lead for the ongoing maintenance and review of the Devonport On-Site Emergency Plan in alignment with Authorisation Condition 11.
  • Facilitate the planning and execution of Nuclear emergency exercises on the Devonport site, ensuring compliance with the Radiation (Emergency Preparedness and Public Information) Regulations.
  • Act as the SQEP Intelligent Customer for evaluating, auditing, and reviewing activities conducted by the relevant contractors in accordance with the Future Maritime Support Programme contract.
  • Maintain and update the Nuclear Emergency Response Organisation Baseline to ensure a compliant and effective Response Organisation.
  • Coordinate the testing of the Nuclear Emergency Response Organisation Communication System, including analysis of the results.
  • Support the production of the Nuclear Accident Emergency Arrangements Annual Report for presentation to the Management Safety Committee.
  • Provide training to key Nuclear Response Organisation Personnel, including Duty Commanding Officers and Naval Base Duty Officers.

Essential Qualifications

Demonstrated knowledge of Nuclear Authorisation and Nuclear Accident Emergency Arrangements is required.
