Job Overview

His Majesty’s Naval Base Clyde (HMNB Clyde) serves as the foundation for the United Kingdom’s Strategic Nuclear Deterrent, including Astute Class Attack Submarines and the First Mine Counter Measure Squadron. This operational support and maintenance base is integral to the Navy Command TLB, encompassing both Faslane and Coulport sites. The primary mission of HMNB Clyde is to deliver engineering and logistical support to the Royal Navy, ensuring the Continuous at Sea Deterrent (CASD) is maintained effectively.

RNAD Coulport plays a crucial role in the storage, processing, maintenance, and issuance of the Trident Weapon System and the ammunitioning of submarine-embarked tactical weapons.

This position is structured for 37 hours per week.

Position Responsibilities

The Clyde Training and Development Team operates within the Business Department, guided by the Assistant Head of People and Organisational Development.

The Learning & Development Officer is tasked with providing a high-quality, customer-oriented training service to Military, Civilian, and Industry Partner personnel stationed at HM Naval Base Clyde. This role is dynamic and fast-paced, situated within a busy department.

This position offers a unique opportunity to engage in the core training activities at HM Naval Base Clyde.

Key Duties:

  • Oversee a small team of Administrative Officers, ensuring the delivery of a customer-centric training function at HMNB Clyde, including management of training administration processes for nuclear, mandated, and functional training.
  • Coordinate and prepare the annual HMNB Clyde Training Plan, integrating all site-specific nuclear, mandated, and functional training, while organizing relevant training courses to meet approved requirements.
  • Implement Learning & Development (L&D) policies and strategies, disseminating information and providing guidance on training policies and available courses to all personnel at HMNB Clyde (Military, Civilian, and Industry Partner) through various communication channels.

Additionally, you will be responsible for:

  • Developing and delivering an Annual Statement of Training Requirement through a Training Needs Analysis (TNA) for HMNB Clyde and associated clients.
  • Creating an Annual External Training Plan for all training procured for Naval Base Commander Clyde (NBCC) staff.
  • Interpreting TNA results to produce and publish an annual training plan.
  • Reviewing and authorizing training applications for both NBCC and Industry Partner staff, ensuring procurement of approved training within budget and timelines.
  • Managing the Market Testing of training providers to ensure value for money in accordance with training requirements.
  • Sourcing learning and development opportunities through L&D partners and promoting them via internal communication methods.
  • Overseeing the training evaluation program in line with Defence Systems Approach to Training requirements.

You will ensure accurate management information is provided monthly to business areas, demonstrating compliance with nuclear, mandatory, and functional training.

Additionally, you will manage the training budget, including forecasting, monitoring, and recording expenditures, along with initial approval of external funding applications.

Administrative Responsibilities:

  • Lead the Training Administration System, including course setup for Mandatory and Health & Safety requirements, delegate bookings, and provide guidance to team members and the wider HMNB Clyde community.
  • Maintain and update the Clyde Training Webpage with training announcements and learning opportunities.
  • Continuously review processes to ensure efficiency and effectiveness.

Essential Qualifications:

  • Proficiency in MS Office applications, including Microsoft Word, Outlook, Excel, PowerPoint, and Teams.
  • Strong organizational and effective communication skills, both written and verbal.
  • Experience in producing Management Information.
  • Comfort in managing a budget and ensuring expenditure accuracy.
  • Experience in team management within a fast-paced environment is advantageous.
