**Main Purpose of Job**

To implement the People Strategy in partnership with the Head of Departments (HODs), successfully developing, implementing and embedding Organisational Development and Workforce Development Plans that are aligned with the organisation’s Values.

To be a trusted partner and provide expert pragmatic HR advice, and solutions to the departments/functions aims and objectives, efficiently and effectively. Managing all risks.

To work in partnership with the Head of HR and OD, including the design and implementation of HR Programmes that embed the People Strategy.

To be a recognised expert in 3 or more of the following areas:

- Workforce planning - recruitment including onboarding/outboarding, learning and development, promotion and succession planning, right to work
- Reward and benefits - pay, pay negotiations, payroll, job evaluation and benefits
- Learning and development - blended learning approaches, design, delivery and evaluation, including management and leadership development and digital learning
- Organisational design - structures, roles, job evaluation, systems, committees
- Employee relations - contracts of employment/customs and practice, employment law, engagement, informal and formal consultations - including working in partnership with the recognised trade unions
- Equality, diversity, inclusion and wellbeing - leadership role in the design and implementation of inclusive approaches
- HR Analytics -To produce, analyse/interpret and present management information to inform strategic and operational planning and good, sound decision making.

**Main Duties of Postholder**
- To develop an OD and Workforce Development Plan with each HOD. Working in partnership with Finance.
- To work in partnership with the Head of HR and OD.
- To design and implement HR Programmes to embed the People Strategy including Equality, Diversity and Inclusion.
- To partner/coach, the HOD’s to deliver compliant and consistent standards of organisational design, leadership and management including performance and attendance management, recruitment and onboarding, development and promotion, pay and benefits and employee relations.
- To support HODs to manage complex employee relations issues efficiently and effectively.
- To support HODs to proactively manage change within their areas, developing and implementing and fit for purpose plans.
- To support HODs to develop and implement communication, consultation and engagement plans in partnership with internal communications.
- To consult informally and formally with trade unions partners, building strong and positive relationships. Leading negotiations as and when required.
- To design and implement policies, procedures and practices that drive and embed a high-performance culture.
- To design and facilitate blended learning experiences and events which embed the plans, Values, Equality, Diversity and Inclusion Statement and wellbeing goals.
- To design and implement reward and benefits programmes, including job evaluation, annual pay negotiations, and reviews of terms and conditions of employment.
- To proactively develop policies and procedures which are compliant, progressive and designed to attract, engage and retain talent.
- Design and implement leadership and management practices and programmes designed in partnership with the HODs and Health and Safety Team.
- To coach and mentor all members of the HR Team.
- To deputise for the Head of HR and OD.
- To represent HR on various internal and committees and working groups.
- Perform other duties as assigned.

**Person Specification**

**Education/Experience/Skills**

**Essential**
- Educated to post-graduate level in HR or other relevant discipline
- Chartered membership of the CIPD
- Minimum of 3 years senior HR/OD experience working with senior management to deliver organisational objectives
- Experience of supporting the implementation significant organisational and cultural change
- Highly experienced in partnering, coaching, advising and consulting with managers to deliver effective people leadership and management styles and approaches which embed a culture of equality, diversity and inclusion
- Experience of designing, implementing and embedding HR Programmes, including budget management
- Experience of developing workforce development plans, including up to date knowledge of recruitment, succession, promotion and development practices and the ability to work in partnership with Finance
- Experience of organisational design principles
- Current knowledge of Employment Law
- Experience of working in a unionised environment
- Strong problem solving, planning and organisational skills - must be able to resolve conflicting priorities to meet timelines
- Experience of working with Human Resource Management Information Systems, including the production and presentation of reports
