Job Overview

The Parliamentary Strategy Team operates at the core of the dynamic and fast-paced Department for Business and Trade. Our mission is to deliver a cohesive and strategic framework across the Department concerning parliamentary procedures, policy formulation, and engagement, thereby supporting Ministerial objectives. We strive to craft and execute a robust strategy for engaging with Parliament, enhancing support for the Department's initiatives, and fulfilling our statutory responsibilities.

The parliamentary team encompasses the Legislative Strategy Team, which is tasked with overseeing DBT's legislative portfolio. Members of the Legislative Strategy Team also form specialized, experienced bill teams to navigate DBT bills through Parliament in collaboration with relevant policy teams.

We are in search of a skilled and motivated individual to join our team. In this dual role, you will serve as a Deputy Bill Manager for specific DBT bills while also contributing to the management of DBT's broader legislative portfolio, offering expert guidance and support to the department and its ministers.

This position provides insight into the high-level operations of a Government department and presents an excellent opportunity to cultivate and refine the skills necessary for advancement within the Civil Service.

Key Responsibilities

The post-holder will assist the Bill Manager in the overall strategic oversight and project management of assigned bill(s), coordinating with policy colleagues, legal advisors, Parliamentary Counsel, and the Parliamentary Business and Legislation Secretariat in the Cabinet Office, as well as Whips' offices, to ensure all necessary measures are established before the conclusion of the Parliamentary session. Additionally, they will collaborate with the G6 head of legislative strategy to ensure that DBT's comprehensive legislative program is on schedule and effectively managed.

The post-holder will be responsible for:

  • Project managing each phase of the assigned bill(s) and ensuring all officials are aware of expectations and that all documents and deliverables are completed on time.
  • Preparing for the legislative stages of the assigned bill(s) in Parliament.
  • Maintaining and executing a comprehensive engagement and concessions/handling strategy, adjusting it as needed to reflect political and policy developments.
  • Providing briefings and support to ministers in preparation for and during debates in both Houses, ensuring they have confidence in you and the team.
  • Coordinating with all key stakeholders and officials with an interest in the measures to ensure clarity on actions and risks as they arise.
  • Offering strategic advice on the management of the measures throughout their passage to Ministers and the central office.

Collaborating with the Legislative Strategy team and the broader Parliamentary Team to ensure that DBT's legislative program is well-organized and effectively managed. This includes providing secretariat functions to DBT's DG-chaired Legislation Strategy Board.

Candidate Profile

Essential Skills and Experience

  • Experience working on a bill(s) or with Parliament in a broader context.
  • Exceptional stakeholder management and organizational abilities.
  • Proven track record of delivering results through others.
  • Strong oral and written communication skills.

Desirable Skills

  • An understanding of the political and stakeholder interests related to the Government's business and trade agenda.
  • Experience in line management.

The role requires an individual with outstanding stakeholder management capabilities who can collaborate with teams to understand needs and drive plans for execution. You will possess excellent organizational skills to manage numerous tasks across various stakeholders.

This position necessitates working collaboratively to achieve results through others. The ability to establish strong, positive working relationships with a diverse range of contacts across the department, including senior colleagues and ministerial Private Offices, is essential.

You should be comfortable taking the initiative to resolve issues and responding swiftly to demands while ensuring adherence to broader departmental priorities and commitments.

Additionally, you should be adept at navigating sometimes ambiguous situations, adjusting to challenging timelines to continue progressing and achieving objectives.
