**Job summary**:
- The Animal and Plant Health Agency is responsible for managing disease outbreaks in livestock species across Great Britain. Currently, there is an ongoing outbreak of Avian Influenza in Great Britain. The Laboratory Liaison Officer (LLO) is responsible for providing a conduit between on-site activities and laboratory processes in the event of a disease outbreak, ensuring that sampling and laboratory testing are coordinated, and transfer of materials and information runs smoothly. The LLO would also oversee coordination of samples from wild birds and mammals which are collected as part of the on-going surveillance for Avian Influenza. The role will also provide support to the Disease Emergency Resilience Manager ensuring preparedness for notifiable diseases.**Job description**:
The objectives of the Laboratories Liaison Officer (LLO) are:
- liaison and troubleshooting, between the Animal and Plant Health Agency (APHA) Local Disease Control Centre (LCDD) or Forward Operating Base (FOB) during an outbreak of notifiable disease which is responsible for collecting and submitting samples from the field to APHA Weybridge.
- train/oversee the Sample Management and Dispatch Team (at LCDD or FOB) in the correct procedures at start of an outbreak or for any that have ongoing submission anomalies so that chain of custody is maintained This will include, but not limited to, biosecurity, biosafety, sample handling/packing and completion of submission paperwork.
- ensure accurate entry of data into the Management of Samples System (MoSS)
- to liaise with the Department of Epidemiological Sciences regarding any anomalies associated with the entering of surveillance sampling results into the National Disease Outbreak Management System (NDOMS).
- to ensure that wild bird and mammal submissions are collected, processed, and reported appropriately. These samples may come from non-government organisations (NGOs) or reported by members of the public.
- monitor scanning surveillance reports and notifiable disease notifications of new/emergency disease threats.
- training of new/deputy LLO’s in duties and use of MoSS
- provide support for Disease Emergency Response test delivery - laboratory functions, relevant IT, training and exercises across DERC delivery teams.
- to attend and participate in Disease Emergency Response Committee exercises where laboratory testing capacity is tested.
In addition, the individual will provide functional management and oversight of laboratory staff involved in avian influenza and other emergency response testing:
- supervising work in containment facilities (up to ACDP 3 / SAPO 4)
- ensuring compliance with all relevant safety procedures and standards
- maintenance of Quality standards through assurance that processes and procedures for test delivery are compliant with ISO17025.
**Person specification**:
The Laboratory Liaison Officer (LLO) should be a good communicator and confident to take on the liaison role. As the number and location of on-site activities can change on a daily basis, the LLO will need to be flexible and quick to adapt to changing priorities. There will also be a requirement to be proficient in the use of IT tools such as Management of Samples System (MoSS) and Laboratory Information Management System (LIMS).
Required skills and experience:
- Liaison and engagement - experienced with communicating at all levels.
- Work stream management - experience in managing laboratory test delivery workflows, including associated IT systems, and quality and safety management processes.
- A degree in a Science related discipline or equivalent experience.
This post will require that you participate in duty rotas relevant to your work. A duty rota may include, but is not limited to, telephone duties, incident management and out of hours work. Your line manager will provide you with details and your inclusion on any rotas.
This role will require you to vary your working practices (including your working hours and days, working location, tasks and responsibilities), as required to reflect business needs. This will be due to disease emergencies or other business needs as they arise.
