About the job

Help South Western Railway (SWR) achieve the highest safety standards for employees and passengers by delivering an assurance strategy that ensures compliance to regulatory legislation and drives continuous improvement.

You will lead on the design and implementation of a robust, company-wide, assurance programme, identifying best practice, assuring SWR senior leadership and promoting continuous improvement. You will ensure a consistent standard of incident and accident investigation is carried out across the business, including root cause analysis and promotion of shared learnings. You will also be responsible for the training team to deliver training schemes in line with the assurance programme and any other business priorities.

As the Senior Safety Assurance Manager you will be accountable for the SWR Fire Safety strategy and Control of Contractors function. Your team will conduct fire safety assurance audits, fire safety risk assessments, approve contractor risk assessments and method statements (RAMS), investigate contractor accidents or near miss report, providing expert safety advice to managers within the business.

Your main responsibilities will be:

  • Effectively develop and deliver the SWR assurance programme in alignment with the annual safety plan, ensuring best practice is identified and championed across all departments.
  • Accountable for the annual Occupational Safety audit programme ensuring adequate internal audits of the Safety Management System are conducted.
  • Accountable for the delivery of Fire Safety assurance audits and external audits of third-party contractors and suppliers ensuring accurate records are kept and actions tracked through to completion.
  • Support the schedule of Fire Safety Risk assessments and the control of contractor function, including provision of support and expert knowledge to departments across SWR.
  • Support the accident and incident investigation process, ensuring robust investigations are completed, consistent root cause analysis undertaken, shared learnings promoted, and recommendations tracked through to completion.
  • Manage the Assurance team to ensure the highest standards of safety are continuously pursued in line with the themes of the annual safety plan.
  • Collaborate with Health and Safety representatives across the business to ensure compliance and continuous improvement.
  • Participate in Safety Governance meetings, such as the Executive Safety Group (ESG), Recommendation Review Group (RRG) and Safety Development and Delivery Group (SDDG) as required by the Safety and Security Director.
  • Support the safety campaigns including participation in engagement initiatives such as Safety Roadshows as directed by the Safety and Security.
  • Plan and Facilitate External Audits or Cross TOC Audits of SWR as required.
  • Represent South Western Railways at key industry groups as determined by the Safety and Security Director. Develop and maintain good working relationships with stakeholders such as Network rail ensuring the SWR benefits from national best practice.
  • Maintain theoretical and practical competence in the field of safety management, including the application of relevant legislation and industry requirements. Responsible for the provision of safety training programmes which deliver on business priorities for learning and improvement

As a minimum, you will need to have:

Essential

  • Educated to degree level or equivalent.
  • Formal safety management qualification (NEBOSH General Certificate) and membership of IOSH (Tech IOSH) or equivalent professional qualification.
  • Formal safety auditing qualification, preferably to ISO 45001 and experience of delivering assurance plans and monitoring compliance to safety management systems..
  • Significant experience of Health and Safety Management in a transport industry or equivalent safety critical environment.
  • Excellent working knowledge of Safety Management Systems.
  • Ability to engage a wide range of stakeholders, both internally and externally, in the pursuit of uncompromising safety standards.
  • Ability to identify and promote innovative solutions including the use of technology to improve processes.
  • Experience of Quality Management Systems and driving continuous improvement.
  • Proven ability to engage a range of stakeholders, across functions and businesses, and at different levels of seniority, including tailoring reports to the needs of different audiences
  • Ability to work on own initiative, self-motivated and able to set and achieve demanding targets including the ability to produce accurate reports to tight
  • Experience in people management, either as a line manager or managing a matrix team.
  • Ability to work in an evolving and occasionally unpredictable environment, to which adapting workload and tasks may be required.
  • Excellent communication skills both verbally and in writing.
  • Good IT skills including Microsoft applications such as Word, Powerpoint and Excel.

Desirable

  • Experience in an assurance role in the UK Railway Industry
  • Formal risk management qualification and the ability to analyse and interpret safety data. Lead Auditor accreditation
  • Experience of Construction Safety.
  • Experience of Fire Safety management including a formal qualification.

About the location

South Western Railways HQ is based on the 4th Floor at South Bank Central, a stone's throw from the River Thames and a 10 minute walk from our busiest station, Waterloo. It is local to many well-known attractions, restaurants and retail facilities and is easily accessible by public transport.

Working pattern

Working an average of 37 hours per week over 5 days

Monday to Friday, 09:00-17:00
