Service Summary

This is an exciting time to join us in Citywide Housing as we review our services allowing you the opportunity to be a part of shaping our future. As a Housing Independent Officer, you will work on a range of projects and work streams that contribute to the delivery of the Service's objectives for the commissioning of housing related support.

Our customers are at the heart of everything we do, and we are making changes to our service to focus on the prevention of homelessness ensuring that vulnerable people in Sheffield get the best outcomes. We are looking for motivated individuals who are excellent communicators and solution focused who have experience in Housing Services or a related field. You will have experience of working in partnership, with excellent project management skills and have knowledge of the challenges facing the housing and homelessness sector.

The successful candidates will work collaboratively with key partners both internal and external to improve the outcomes and support for some of the most vulnerable citizens of Sheffield. Homelessness and Rough Sleeping is increasing but we are ambitious on how we tackle this and address inequalities that people experience.

The Homelessness Prevention and Rough Sleeper Strategy is an ambitious strategy for Sheffield, and sets out the vision and strategic direction of the work of the Commissioning and Partnership service.

Specifics of the two roles:

Role One: Delivery of activities to support the Homelessness Prevention Strategy and action plan

This will be an exciting role within the commissioning and Partnership service - We are leading for the Council on working with the Homewards Programme; our team have enabled the council to be members of the Domestic Abuse Housing Alliance; Supported partners to secure 31 units of Rough Sleeper Accommodation for Single Homelessness Accommodation Programme, and successfully host and organise the Homelessness Prevention Forum with over 70 different professional organisations attending.

  • You will lead and support on improving workstreams and processes that will help prevent Homelessness in Sheffield. This may be reviewing how a process currently works by process mapping, consulting those impacted in terms of staff and service users, seeking best practise from other authorities and organisations and then implement solutions.
  • Building positive relationships with partners is a core part of this role, and these partners are both internal and external to the council. You will need to be able to navigate through challenges that all partners are experiences to be able to support the best outcome for service users.
  • Excellent communication and presentation skills will be called upon, so you will need to be confident in representing the Council and bringing agencies together by organising and leading meetings and events of a variety of scales to achieve this.
  • You will work closely with Operational and Strategy teams within City Wide Housing and the wider council to ensure our work aligns with what is in the best interests of our service users and ensure work or activities are not duplicated across different services.
  • You will be asked to support on avenues to secure funding and opportunities that will benefit our service users, and help mobilise any successful outcomes.
  • You will be called upon to be able to pull together data and information, question its accuracy, interpret and analyse, and then communicate your findings to a wide variety of audiences both verbally and via written briefings.
  • You will ensure best practice is used to work towards the Councils aim of preventing Homelessness and providing

This role will report into an Operations and Development Manager of Homelessness Prevention.

Role two: Contract Management and Commissioning

This is an exciting opportunity to be involved in the contract management and commissioning of a range of services that provide support and accommodation to homeless adults.

These services include hostels, dispersed accommodation, a rough sleeper outreach service and a psychology service that works with staff to promote trauma informed approaches. The services work with people who have a wide range of needs including those with poor mental health, victims of domestic abuse, those recovering from alcohol and substance misuse, sufferers of sexual abuse, offenders and services for young people.

  • Your main areas of responsibility will be to have primary responsibility for contract management of the services that are allocated to you and you will be expected to be involved in supporting the commissioning managers with the procurement and implementation on some contracts that are being tendered.
  • You will need to be organised and work to tight timescales and be confident about using information systems, handling data and have experience of using Word and Excel. You also need good partnership skills and be able to work with people who have lived experience to involve them in shaping commissioning and influencing service delivery.
