We always must bear in mind that carrying out treatment that is not of great health benefit uses up resources that could be spent on really making a difference elsewhere.

We are looking for an highly effective, and competent level of administrative support. You will manage elements of, and to support, facilitate and monitor the progress of funding requests.

You will be responsible for decisions made during the course of your duties, seeking guidance and escalating issues where appropriate. You will assist in the delivery of project plans and workstreams, as directed by your line manager and raising any issues with delivery to your line manager.

Main duties of the job

You will :

Line-manage a small team, offering supervision for less experienced team members. Manage and handle all complaints pertaining to funding cases including those relating to Panel (and appeal) decisions, working closely with the ICB Complaints services to ensure complaints are resolved within the remit of NHS Complaints Process. Work within the constraints of the Individual Funding Requests (IFR) terms of reference, IFR process policy, service restriction policy and commissioning pathways, seeking advice and support from the Funding Advisor or other staff members when required. Deal with all individual funding requests including day-to-day queries from clinicians, patients, and GP practices. Support from the Funding Advisor, you will liaise with senior health professionals and management when necessary to clarify or resolve complex cases. Ensure all correspondence relating to individual cases is acknowledged and relevant parties are notified of funding decisions, ensuring effective communications at all times. Support in the management and minuting of the panel process, including preparation and presentation of cases and papers, in liaison with relevant ICB colleagues. Undertake audits in support of freedom of information requests and to support commissioners in healthcare needs assessment for future services.

As a member of the team, you will have an eye for detail, have the ability to assess and initiate work independently, working in a busy team.

ROLE PURPOSE / SUMMARY

The Mid and South Essex Integrated Care System will comprise the Integrated Care Board (ICB), which is the statutory body for the NHS, and the Integrated Care Partnership (ICP), which is a committee of the ICB, and brings together key health, care, community, and voluntary sector organisations across the area.

The ICS has a bold ambition to deliver improved outcomes for our population through our four Alliances, and we are placing clinical and professional leadership and the voice of our residents at the heart of realizing this ambition.

The post sits within the Clinical Leadership and Innovation directorate.

The Clinical Leadership and Innovation Directorate is charged with putting clinical and multi-professional leadership at the heart of our system. This means that our health and care performance benefits from the active support and participation of staff within the ICS as part of their day-to-day work. The Directorate will support the system by preparing the ground for the adoption of a Stewardship Approach as well as managing the transition including ongoing pathway development, specialist commissioning activities and change-making within current BAU activity. It will then transform our system by managing our health and care resources through the formation of and delivery by stewardship groups.

At the same time, it will ensure the safe and effective use of medicines and optimize medicines use to improve health outcomes and the quality of care. It will do this by leading the strategic transformation of medicines optimisation work and ensuring the ICB undertakes all its statutory duties in relation to medications. It will also lead on integration, commissioning and contracting, development clinical community pharmacy services and the development of systems and processes to provide quality and patient safety assurance for use of medicines in commissioned services.

The post holder will work as part of the funding team in the implementation of funding policy across a broad range of areas.

The purpose of the role is to manage elements of, and to support, facilitate and monitor the progress of funding requests.

The post holder will provide a highly effective and competent level of administrative support. This will include organising and managing prior approvals, managing shared mailboxes, updating, and maintaining data bases. The post holder will understand, implement and contribute to funding policy.

COMPETENCY BASED KEY DELIVERABLES

Ensure that all documentation pertaining to cases heard on behalf of the ICBs is complete prior to submission to IFR Panel for review. Complete all case documentation and correspondence with clinicians, patients, and their GPs as appropriate. Ensure the production of regular reports for Commissioners, the Board or other committees on the number and type of requests and outcome of case panel decisions. In addition, to provide regular financial reports of spend for IFR cases. Carry out research and provide (in liaison with health professionals) supporting documentation associated with individual requests. This may include clinical research, financial costings and supporting evidence of exceptionality to inform consistent and fair decision-making. Liaise with ICB staff, public health, clinicians, patient experience (including complaints and PALS) colleagues, healthcare providers as well as external parties, including MPs. Identify and review policy documents, guidance and examples of good practice and disseminate information as necessary with regards to the IFR commissioning processes.
