Lead Commissioning Specialist

This is a part-time position for 18.5 hours per week. The pro rata'd salary range is £15,819 to £18,611 per annum.
ECC Adult Social Care is moving towards a transformational shift from a focus on long-term care support to a model with four key principles: prevention, early intervention, enablement, and safeguarding. This will enable people, their families, and carers to access information and tools to live healthily and independently.
Key Responsibilities- Optimizing Housing Opportunities: Provide support, advice, and act as a central point of contact for internal and external staff within the West of Essex to ensure adults can access appropriate housing opportunities.
- Collaborative Working: Work with stakeholders and partners to identify those who may wish to move to independent accommodation and ensure the ability to satisfy local demand.
- Housing Stock Management: Manage the supported living housing stock in West Essex, developing strong communication links with all key agencies and other housing providers.
- Accurate Recording and Analysis: Keep accurate records and develop a clear analysis of the demand for supported living in the locality to ensure a clear understanding of local needs and develop plans to meet those needs.
- Information and Recommendations: Support operational, commissioning, and commercial colleagues with information and recommendations about housing-related supply, demand, and opportunities.
- Accommodation Development: Contribute to the further development of a range of accommodation supply to ensure optimum opportunity and usage of available supported housing in Essex.
- Housing Agenda Development: Contribute to the development and delivery of the housing agenda both within a quadrant and across Essex.
- Education and Experience: Preferably educated to degree level and/or equivalent by experience and evidence of continuing professional development in line with Housing qualifications such as the CIH Level 3 Certificate in Housing Practice.
- Housing and Social Care Experience: Experience within a housing and social care environment with evidence of challenging social and family situations.
- Communication and Relationship Building: Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals.
- Decision Making and Risk Management: Ability to develop strong relationships with partners, other agencies, and the local community to achieve joint objectives and offer a supportive framework for vulnerable adults.
- Partnership and Inter-Agency Working: Experience of partnership and inter-agency working with evidence of achievements. Understanding of national and local policies in relation to housing and social care planning and service delivery.
- Housing Legislation and Policy: Good and current working knowledge of housing-related legislation, policy, and practice, including welfare benefits.
- Effective Communication: Effective communication skills across a broad range of audiences, able to adapt their style.
Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving license and access to a vehicle.
