About the Role

This is a part-time position for 18.5 hours per week. The pro rata'd salary range is £15,819 to £18,611 per annum.

Essex County Council is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles: prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently.

Key Responsibilities
  • Optimising Housing Opportunities: Provide support, advice and act as a central point of contact for internal and external staff within the West of Essex to ensure adults can access appropriate housing opportunities.
  • Developing Strong Communication Links: Collaborate with stakeholders and partners to identify those who may wish to move to independent accommodation and ensure the ability to satisfy local demand.
  • Managing Supported Living Housing Stock: Be responsible for managing the supported living housing stock in West Essex, developing strong communication links with all key agencies and other housing providers.
  • Providing Housing Advice and Guidance: Provide housing advice and guidance to operational staff to ensure they are fully informed about options in supporting service users with a housing need.
  • Developing Plans to Meet Local Needs: Keep accurate recording and develop a clear analysis of the demand for supported living in their locality to ensure a clear understanding of local needs.
  • Working Collaboratively with Stakeholders: Work collaboratively with stakeholders and partners to ensure the ability to develop, deliver and maintain a range of appropriate and high-quality accommodation solutions.
  • Supporting Operational and Commercial Colleagues: Support operational, commissioning and commercial colleagues with information and recommendations about housing-related supply, demand and opportunities.
  • Contributing to the Development of Accommodation Supply: Contribute to the further development of a range of accommodation supply to ensure optimum opportunity and usage of available supported housing in Essex.
  • Working Proactively with Partners: Work proactively and collaboratively with internal and external partners in navigating the range of services and processes with which they may need to engage with to access housing.
Requirements
  • Education and Qualifications: Preferably educated to degree level and/or equivalent by experience and evidence of continuing professional development in line with Housing qualifications such as the CIH Level 3 Certificate in Housing Practice.
  • Experience: Experience within a housing and social care environment with evidence of challenging social and family situations.
  • Communication Skills: Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals.
  • Relationship Building: Ability to develop strong relationships with partners, other agencies and the local community to achieve joint objectives and offer a supportive framework for vulnerable adults.
  • Decision Making: Evidence of clear decision making in order to highlight and limit the potential risks associated with intervention.
  • Partnership Working: Experience of partnership and inter-agency working with evidence of achievements. Understanding of national and local policies in relation to housing and social care planning and service delivery.
  • Housing Legislation and Policy: Good and current working knowledge of housing-related legislation, policy and practice including welfare benefits.
  • Communication Style: Effective communication skills across a broad range of audiences, able to adapt their style.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle.
