Position Overview

The Ministry of Housing, Communities and Local Government (MHCLG) is at the forefront of addressing critical government priorities, including housing strategy, homelessness reduction, local growth promotion, urban regeneration, and building safety. We are in search of a dedicated Senior Executive Officer to guide the Department through negotiations with HM Treasury during the forthcoming Spending Review and to assist in business planning initiatives.

Our Strategic Finance team is a dynamic and collaborative unit within the MHCLG Finance Directorate, recognized as one of the premier finance functions in Whitehall, consistently influencing key decision-making processes. We emphasize professional development, providing ample opportunities for personal and career growth.

Our team plays a pivotal role in advising ministers on budget allocation for emerging priorities while ensuring the funding of existing commitments. We lead negotiations with HM Treasury during fiscal events and establish the long-term financial strategy for the department.

This role is highly visible, involving significant interaction with senior stakeholders and external parties. As we approach the Spending Review, the successful candidate will be instrumental in supporting departmental objectives, enhancing funding mechanisms, and facilitating negotiations with HM Treasury.

Key Responsibilities

You will collaborate closely with central strategy, policy, and finance teams to synthesize complex financial information related to policy implications. Your role will involve providing strategic guidance, challenging existing paradigms, and developing comprehensive advice on policy options and their associated trade-offs. You will deliver clear financial analyses that reflect an understanding of political contexts and the tangible impacts of our policies.

This position demands a proactive approach, as you will independently manage core processes that directly influence the department's negotiations with the Treasury during the upcoming Spending Review and future fiscal events, such as the Spring Budget and Autumn Statement. Your ability to work efficiently under tight deadlines while maintaining meticulous attention to detail will be essential. Additionally, you will enhance your understanding of public finances through direct involvement in Treasury negotiations and by producing high-quality outputs that effectively communicate data for informed discussions.

This is a prominent role requiring confidence and credibility in interactions with senior colleagues across the department. Strong communication skills and the ability to foster trust are crucial. Familiarity with spreadsheet software is advantageous, and a willingness to learn is expected.

As we prepare for fiscal events or Spending Reviews, the pace of work will be intense. You will need to exhibit strong project management capabilities and establish processes to engage a diverse range of stakeholders. Resilience and adaptability are vital attributes for success in this role.

  • Capability to produce high-quality deliverables, particularly using Excel, to present complex financial information in an accessible manner for senior stakeholders.
  • Strong communication and influencing skills.
  • Experience in collaborative work and the ability to build networks across departments and governmental entities.
