Position Overview

The Ministry of Housing, Communities and Local Government (MHCLG) is at the forefront of addressing key governmental priorities, including housing strategy, homelessness reduction, local economic growth, urban regeneration, and building safety. We are in search of a dedicated Senior Executive Officer to guide the Department through critical negotiations with HM Treasury during the forthcoming Spending Review and business planning processes.

Our Strategic Finance team is a collaborative and high-achieving group that plays a pivotal role within the MHCLG Finance Directorate, recognized as one of the premier finance functions in Whitehall. We emphasize professional development and provide opportunities for growth within the role.

Our responsibilities include advising ministers on budget allocation for emerging priorities and ensuring effective funding for existing commitments. We engage in negotiations with HM Treasury during fiscal events and establish the long-term financial strategy for the department.

This role is highly visible and involves substantial interaction with senior stakeholders and external partners. As we approach the Spending Review, the successful candidate will be instrumental in facilitating departmental efforts to achieve our objectives, including enhancing funding mechanisms and supporting negotiations with HM Treasury.

Key Responsibilities

In this role, you will collaborate closely with central strategy, policy, and finance teams to synthesize complex information regarding the financial implications of various policy options. You will provide strategic insights and develop comprehensive advice on the options and trade-offs that influence policy decisions. Your financial analysis will reflect an understanding of the political landscape and the real-world impacts of our policies.

This position will challenge you to independently manage core processes that directly inform the department's negotiations with the Treasury during the upcoming Spending Review and future fiscal events such as the Spring Budget and Autumn Statement. You will need to demonstrate the ability to deliver results efficiently while maintaining a strong attention to detail. Additionally, you will have the chance to enhance your understanding of public finances through direct involvement in Treasury negotiations and by producing high-quality outputs that effectively present data for informed discussions.

As a prominent figure in this role, you must possess confidence and credibility while working with senior colleagues across the department. Excellent communication skills and the ability to foster trust are essential. Familiarity with spreadsheets or a willingness to learn is also required.

During the lead-up to fiscal events or Spending Reviews, the pace of work will be rapid. You will need to exhibit strong project management skills and develop processes to coordinate a diverse range of stakeholders. Resilience under pressure and adaptability are crucial attributes for success in this role.
