Position Overview

This role presents a unique opportunity to contribute to the Digital Planning Programme at the Ministry of Housing, Communities and Local Government (MHCLG), aimed at modernizing and enhancing the planning framework in England. The Programme is structured into four specialized teams: Planning Software, PropTech, Planning Data, and Local Plans.

The PropTech team is dedicated to leveraging property technology as a catalyst for reform and improvement within the planning and housing sectors. Initiatives such as the PropTech Innovation Fund, launched in 2021, have successfully executed multiple funding rounds to explore new opportunities, collaborating with over 60 Local Planning Authorities and conducting around 100 pilot projects to promote the adoption of digital tools that enhance community development, democratize decision-making, and streamline processes.

As a PropTech Strategy Consultant within this team, your role will be pivotal in strengthening MHCLG's engagement with the PropTech sector. You will help articulate the Ministry's perspective on the significance of PropTech and utilize market insights to create feedback mechanisms that inform policy and service delivery. Given the sector's potential and the interest in collaboration, you will assist the PropTech team in identifying governmental roles that can foster innovation and promote international leadership in the market.

Key Responsibilities

  • Establish and nurture relationships with external stakeholders in the PropTech industry, utilizing insights to ensure the PropTech team's initiatives align with market dynamics.
  • Integrate existing projects and aspirations within the PropTech sector, identifying connections between ongoing efforts and emerging priorities to uncover collaboration opportunities.
  • Contribute to the development of the State of the PropTech Market report, shaping narratives and insights on both supply and demand aspects to create a compelling overview. Collaborate with product teams to strategize publication efforts that maximize impact and ensure long-term relevance.
  • Facilitate the governance and execution of the PropTech Steering Board, ensuring it effectively shapes the government's role in promoting market growth and identifying avenues for the PropTech sector to enhance housing and planning outcomes.
  • Enhance the PropTech team's capability for horizon scanning by collecting, analyzing, and reporting on emerging technologies, trends, and policies relevant to the sector.
  • Collaborate with policy teams within the Digital Planning Programme, leading the development of PropTech-related evidence and messaging for ministerial briefings and submissions.
  • Foster collaborative relationships across MHCLG, particularly in Planning, Housing, and Regeneration, to identify synergies in policy development and priorities.
  • Contribute to a positive team environment that encourages collaboration, learning, and mutual support.

Candidate Profile

Essential Qualifications:

  • Strategic experience with strong judgment and political acumen, capable of drawing comprehensive conclusions from diverse information sources.
  • Proven ability to influence senior officials to advance key objectives.
  • Exceptional written and verbal communication skills, with the ability to distill complex information and adapt communication styles for various audiences.
