We are in search of a dynamic Senior Executive Officer to guide the Department through critical negotiations with HM Treasury during the upcoming Spending Review and business planning phases.
The Strategic Finance team is a collaborative and high-achieving group situated within the esteemed MHCLG Finance Directorate, recognized as one of the most respected finance operations in Whitehall, consistently influencing key decision-making processes. We play a pivotal role in advising ministers on budget allocation for emerging priorities while ensuring adequate funding for existing commitments. Our responsibilities include engaging in negotiations with HM Treasury during fiscal events and establishing the long-term financial strategy for the department.
This position is high-profile, involving substantial interaction with senior officials and external stakeholders. As we approach the Spending Review, the successful candidate will be instrumental in facilitating departmental efforts to achieve our objectives, which include enhancing funding mechanisms and supporting negotiations with HM Treasury.
Key Responsibilities
In this role, you will collaborate closely with central strategy, policy, and finance teams to synthesize complex financial information related to policy implications. You will provide strategic insights and constructive challenges, developing comprehensive guidance on the options and trade-offs that influence policy decisions. Your financial analyses will reflect an understanding of political contexts and the tangible impacts of our policies.
This role demands a proactive approach, as you will independently manage essential processes that directly inform the department's negotiations with the Treasury during the Spending Review and future fiscal events, such as the Spring Budget and Autumn Statement. You will need to deliver results efficiently, demonstrating flexibility and meticulous attention to detail. Additionally, you will gain deeper insights into public finance through participation in Treasury negotiations and by producing high-quality deliverables that effectively communicate data for informed discussions.
This position requires confidence and credibility when engaging with senior personnel across the department. Strong communication skills and the ability to cultivate trust are essential. Familiarity with spreadsheet tools is advantageous, and a willingness to learn is expected.
