Role Description

The Estates Programme Manager is responsible for the administration, supervision, and execution of both Revenue and Capital projects across the extensive DVSA Estate, which encompasses over 400 properties.

This position reports directly to the Head of Property Investment and is one of three roles tasked with managing a diverse Portfolio across the regions of England, Scotland, and Wales.

Your primary responsibilities will include, but are not limited to:

  • Overseeing the execution of Estates Capital and Revenue Works Programs, ensuring that projects are completed within established timelines, budgets, and adhere to Corporate Programme and Project Management Standards.
  • Identifying and implementing cost-effective maintenance strategies that align with operational requirements while minimizing disruption to service delivery.
  • Developing and reviewing Business Cases for presentation to the Investment & Change Committee (ICC) or for Director approval when below ICC thresholds.
  • Creating and maintaining project dashboards and status reports to keep the Estates Delivery Board and Portfolio Management Group informed.
  • Managing financial and resource allocation duties, ensuring efficient use of limited resources and appropriate staff allocation for new projects and requirements.
  • Monitoring capital and revenue program budgets, along with individual project budgets, with monthly forecasting.
  • Acting as an 'Intelligent Client' to the team and Total Facilities Management Contractor, as well as other Service/Contract Providers.
  • Performing Delegated Service Manager responsibilities as defined by the NEC 3 Term Service Contract.
  • Executing Project Management responsibilities as defined by the NEC 3 Engineering & Construction, making decisions within the scope of responsibility regarding projects, finance, procurement, and contracts.

About You

To excel in this position, you should possess:

  • Experience in an Estates environment
  • Proven track record in delivering property projects/programs
  • Expertise in risk management, stakeholder engagement, and change management
  • Experience in developing Business Cases
  • Strong budgeting and financial management skills
  • Familiarity with NEC 3 / Engineering & Construction Contracts

Additional Information

This role can be based in various locations. Your presence at one of these sites will be part of the agreed working arrangements. We support a hybrid working model, allowing flexibility in your work environment. The expectation is to spend a minimum of 60% of your time at your designated location, with visits to other DVSA sites counting towards this requirement.

Occasional overnight travel may be necessary.

  • Prince2 Practitioner*
  • MSP Practitioner*
  • Membership of a relevant professional body with adequate experience in a property discipline (e.g., RICS, BIFM, RIBA or equivalent qualifications)*
