We are managing one of the largest real estate and transformation programs in the UK, aiming to consolidate our portfolio to achieve significant savings over the next decade. This includes substantial new construction projects and the thoughtful refurbishment of many of the UK's most iconic heritage sites.

Beyond infrastructure, the GPA is committed to creating excellent workplaces for Civil Servants. Through initiatives like Government Hubs and the Whitehall Campus, you will be instrumental in establishing exemplary working environments and promoting flexible work practices.

As a relatively new department launched as an Executive Agency of the Cabinet Office, we are expanding rapidly and seek individuals who thrive in dynamic environments, adapt swiftly to change, and are willing to go beyond their immediate responsibilities to drive broader benefits.

Position Responsibilities

This is a pivotal moment for government property; real estate is central to the reinvention of Government, and the GPA is key to realizing the vision of a 'Modern Civil Service'. As the Director of Capital Programs, you will lead the GPA by establishing a positive cultural environment, delivering exceptional outcomes for departmental clients, and driving economic, financial, and social value benefits while optimizing asset efficiency and managing surplus properties.

You will serve as the Senior Responsible Owner (SRO) for the Government Hubs and Whitehall Campus Program, two of the most significant real estate initiatives in the UK, attracting considerable ministerial, industry, and media attention.

Your role will involve championing transformation by providing government departments and agencies with innovative solutions and specialized asset management and commercial property expertise, enabling them to achieve broader business objectives. The GPA's nationwide presence will allow you to support the Government's agenda for regional development and strengthening the Union. The delivery of these programs will be supported by various freehold and leasehold options and multiple engagement routes with industry and the wider real estate supply chain. Therefore, strong commercial and financial acumen in developing innovative market approaches with funders, developers, landlords, construction partners, and professional consultants is essential.

You will play a key role in shaping and expanding the organization, enhancing its capacity and capability, establishing its brand, and improving its reputation while delivering promised benefits. This position requires a dynamic balance of strategic vision and practical execution, influencing across government with tangible benefits for the Civil Service and the public we serve.
