The Capital and Investment Directorate oversees the NHS capital budget and the execution of significant capital initiatives within the Department and the NHS. Our mission is to optimize capital investment to facilitate service enhancements and drive efficiencies, while also addressing new service demands and maintaining existing services. We are committed to achieving financial equilibrium in accordance with parliamentary controls on capital, alongside strategic and long-term financial planning, which encompasses various aspects of capital policy, including NHS estate and technology.

The Capital Finance Team leads the oversight and reporting of capital expenditures and the agreement of future DHSC Group capital budgets. This team plays a vital role in the strategic and long-term financial planning of systems, ensuring effective operation of financial frameworks that bolster the NHS's overall financial sustainability. A crucial aspect of this role involves meeting public accountability standards, supporting government officials, and providing transparent reporting to stakeholders and the public.

The team comprises a Grade 6, three Grade 7s, two Senior Executive Officers (SEOs), and a Higher Executive Officer (HEO), which is the position we are currently seeking to fill.

Role Responsibilities

The Finance Briefing Manager will primarily focus on policy-related tasks, responsible for the preparation and coordination of briefing documents and responding to information requests from Parliament, government officials, the public, and other stakeholders regarding capital funding and its implications.

This role necessitates the interpretation of data and the integration of financial analysis into briefing materials, supporting the team's efforts for forthcoming announcements. It is essential to maintain updated key information sources and core briefing documents. The HEO will receive comprehensive support to gain insights into the extensive capital investment landscape within the NHS and its impact on enhancing the NHS estate and equipment for patient benefit. This position involves cultivating strong relationships with NHS management and engaging with key government priorities central to the Department of Health and Social Care.

Key Duties Include:

  • Evaluating the daily parliamentary questions (PQ) list to identify inquiries related to capital funding and crafting high-quality responses for Senior Civil Servants within tight deadlines.
  • Drafting comprehensive responses to correspondence received by the Minister’s office and other parliamentary matters concerning national investment programs under the team's purview.
  • Preparing briefing notes and packs for ministerial meetings regarding capital investments in NHS estate and equipment, advising the Minister on relevant topics.
  • Formulating responses to media inquiries.
  • Establishing a robust network of contacts and leading stakeholder engagement to ensure timely draft responses to ministerial and communications requests.
  • Maintaining and updating the Core Financial Brief for NHS capital, which serves as a primary resource for policy and communication colleagues addressing various queries.
  • Identifying opportunities for process enhancements.

Additional Responsibilities:

  • Managing the capital database, ensuring it is current with information on national programs as funding agreements are established, and reconciling allocated amounts with actual budgets across financial years. The briefing manager will enhance the database by developing user-friendly dashboards.
  • Ensuring proper documentation and maintaining an audit trail for all team-related activities.
  • Providing cross-functional support across capital initiatives, including issuing agreements to NHS Trusts for timely funding availability on approved schemes, organizing group meetings to address capital responses, and preparing communications for national program funding.
  • Participating in strategic initiatives, such as compiling evidence for future health and care system capital budget requirements.
  • Assisting in the preparation for the publication of the annual DHSC Capital Plan.

The successful candidate will exhibit strong communication and stakeholder management capabilities.

The ideal applicant will demonstrate effective written communication skills, with a proactive and enthusiastic approach to delivering high-quality service. A passion for conveying key messages in an appropriate manner to diverse stakeholders is essential. The candidate should be organized, efficient, and adaptable in a dynamic environment, consistently delivering quality results within tight timelines.

Specifically, the candidate should possess:

  • Proficient drafting skills to provide clear briefings to various stakeholders, including government officials and the public.
  • Experience in establishing and nurturing strong stakeholder relationships, quickly building rapport across internal teams and collaborating effectively with NHS England colleagues.
  • Ability to analyze data and produce insightful financial reports.
  • Some familiarity with finance and relevant terminology.
  • While not mandatory, it is desirable for the candidate to be part or fully qualified in accounting (CCAB or CIMA) or have relevant experience in government finance, although applications from individuals with alternative financial knowledge or those considering a career in this field are welcome.

Work Location and Flexibility:

The primary workplace will be designated as per contractual agreements, typically in a major city. DHSC offers non-contractual hybrid working arrangements, with an expectation of a minimum of 60% of working hours spent in the office to facilitate collaboration and team support.

While this role is limited to the UK, some travel may be necessary across the DHSC estate. Opportunities for remote work may be available, and other flexible working arrangements can be discussed with the hiring manager based on individual circumstances and business needs.
