The Capital and Investment Directorate oversees the NHS capital budget and manages various significant capital initiatives within the Department and NHS. Our mission is to optimize capital investment to facilitate service enhancements and drive efficiencies, while also addressing service demands and maintaining operational balance against parliamentary controls. Our responsibilities extend to capital policy, encompassing the NHS estate and technology.

The Capital Finance Team leads the monitoring and reporting of capital expenditures and collaborates on the formulation of DHSC Group capital budgets for forthcoming years. This team plays a vital role in strategic financial planning and ensuring the effectiveness of financial systems that underpin the sustainability of the NHS. A crucial aspect of our work involves meeting public accountability standards, supporting government officials, and ensuring transparent reporting to stakeholders.

The team comprises various grades, including a Grade 6, three Grade 7s, two Senior Executive Officers (SEOs), and a Higher Executive Officer (HEO), which is the position we are currently looking to fill.

Role Responsibilities

The Finance Briefing Manager will primarily focus on policy-related tasks, including the preparation and coordination of briefing documents and responses to information requests from Parliament, the Minister, Special Advisers, the public, and other stakeholders regarding capital funding and its impact.

This role involves analyzing data and integrating financial insights into briefing materials while supporting the team in upcoming announcements. The HEO will receive comprehensive support to gain a thorough understanding of capital investment in the NHS and its contributions to physical improvements in healthcare facilities and equipment, ultimately benefiting patients.

Key Duties Include:

  • Evaluating the daily parliamentary questions (PQ) list to identify inquiries related to capital funding and crafting high-quality responses for Senior Civil Servants under tight deadlines.
  • Drafting detailed responses to correspondence received by the Minister’s office and other parliamentary matters concerning national investment programs.
  • Preparing briefing notes for ministerial meetings focused on capital investment in NHS facilities and equipment, providing advice to the Minister on relevant topics.
  • Responding to media inquiries with well-crafted answers.
  • Building and maintaining a robust network of contacts to facilitate timely responses to ministerial and communication requests.
  • Updating and maintaining the Core Financial Brief for NHS capital, which serves as a reference for policy and communication teams addressing various queries.
  • Identifying opportunities for process enhancements.

Additional Responsibilities:

  • Managing the capital database, ensuring it is current with information on national programs and reconciling allocated amounts with actual budgets over financial years.
  • Maintaining an appropriate audit trail for team activities.
  • Providing cross-functional support across capital work areas, including issuing agreements to NHS Trusts for timely funding on approved schemes.
  • Coordinating group meetings to oversee capital responses, including logistical support and drafting necessary documentation.
  • Contributing to the analysis and reporting of NHS capital expenditures, ensuring thorough scrutiny and validation of national investment programs.
  • Engaging in strategic initiatives, such as preparing evidence for future capital budget requirements.
  • Assisting in the publication of the annual DHSC Capital Plan.

Essential Skills and Experience:

The successful candidate will demonstrate strong communication and stakeholder management abilities.

Ideal candidates will possess:

  • Excellent drafting skills for clear communication with various stakeholders, including ministers and Parliament.
  • Experience in cultivating and sustaining strong stakeholder relationships.
  • Proficiency in data manipulation and financial reporting.
  • Familiarity with finance and relevant terminology.
  • Desirable qualifications include being part or fully qualified in accounting or having relevant government finance experience, though we welcome applicants with alternative financial knowledge.

Work Environment:

The primary workplace will be designated as per contractual agreements, with a flexible hybrid working model available. A minimum of 60% of working hours will be expected in the office to foster collaboration and support team dynamics.

Travel may be required across the DHSC estate, and opportunities for remote work may be discussed based on individual circumstances and business needs.
