The Capital and Investment Directorate oversees the management of the NHS capital budget and the execution of significant capital programs across the Department and NHS. Our mission is to optimize capital investment to facilitate service enhancements and operational efficiencies while addressing service demands and maintaining essential services. Our responsibilities also include ensuring financial balance in accordance with parliamentary regulations and engaging in strategic long-term financial planning, encompassing various aspects of capital policy, including NHS estate and technology.

The Capital Finance Team leads the monitoring and reporting of capital expenditures and the agreement of future DHSC Group capital budgets. This team plays a crucial role in the strategic and long-term financial planning of the Department, ensuring that financial systems function effectively and contribute to the NHS's overall financial sustainability. A vital aspect of this role involves fulfilling public accountability obligations, supporting ministers, and ensuring transparent reporting to stakeholders and the public.

The team comprises a Grade 6, three Grade 7s, two Senior Executive Officers (SEOs), and a Higher Executive Officer (HEO), which is the position we are currently seeking to fill.

Role Responsibilities

The Finance Briefing Manager will primarily focus on policy-related tasks, including the preparation and coordination of briefing documents and responses to information requests from Parliament, the Minister, Special Advisers, the public, and other stakeholders regarding capital funding and its impact.

This role entails:

  • Assessing daily parliamentary questions related to capital funding and crafting high-quality responses for Senior Civil Servants within tight deadlines.
  • Producing well-structured drafts of responses to correspondence received by the Minister's office concerning national investment programs.
  • Preparing briefing notes for ministerial meetings on capital investments in NHS estate and equipment, advising the Minister on relevant topics.
  • Drafting responses to media inquiries.
  • Building and maintaining a robust network of contacts to facilitate timely responses to ministerial and communications requests.
  • Updating the Core Financial Brief for NHS capital, ensuring that policy and communication colleagues have access to current information.
  • Identifying opportunities for process enhancements.

Additional Responsibilities

  • Managing the capital database, ensuring it is current with information on national programs and reconciling allocated amounts with actual budgets.
  • Maintaining an appropriate audit trail for the team's activities.
  • Providing support across various capital work areas, including issuing agreements to NHS Trusts for timely funding availability and organizing group meetings for oversight of capital responses.
  • Participating in strategic initiatives, such as preparing evidence for future capital budget requirements.
  • Assisting in the publication of the annual DHSC Capital Plan.

Key Skills and Experience

The ideal candidate will possess strong communication and stakeholder management skills, demonstrating:

  • Excellent drafting abilities for clear communication with various stakeholders, including ministers and Parliament.
  • Experience in building and sustaining strong stakeholder relationships.
  • Proficiency in data manipulation and financial reporting.
  • Familiarity with finance and relevant terminology.
  • While not mandatory, qualifications such as CCAB or CIMA or relevant government finance experience are advantageous.

Flexible Working Arrangements

The primary workplace will be either London or Leeds, with non-contractual hybrid working options available. Currently, a minimum of 60% of working time is expected to be spent in the office to foster collaboration and team support. Some travel may be required across the DHSC estate.
