Job Overview

The successful candidate will be tasked with delivering expert knowledge, training, and troubleshooting across all facets of primary care clinical systems. This role encompasses responsibilities related to data integrity and clinical coding, alongside the analysis and interpretation of data, while supporting the Integrated Care Board (ICB) with digital initiatives. The individual will serve as the primary contact for primary care personnel seeking assistance with clinical systems, including Registration Authority support.

Under the supervision of the ICB, the post holder will autonomously manage their workload, ensuring that all responsibilities are met. The role embraces flexible working arrangements, necessitating regular visits to various practices.

Main Responsibilities

· Assist teams in ensuring that the project portfolio is effectively planned, managed, and executed.

· Support resource allocation, monitoring, implementation, and evaluation of projects by providing high-quality assistance, including complex information analysis, communication, and stakeholder management.

· Facilitate clear communication and coordination with various organizations and individuals, drafting correspondence and reports while managing specific tasks and leading reporting and analysis across multiple specialties.

· Act as a vital team member, promoting effective communication and stakeholder engagement both internally and externally.

· Ensure that clinical systems align with the operational, clinical, and business needs of the ICB and its member GP practices.

· Serve as the Information Management & Technology (IM&T) Specialist for clinical system support, handling RA Smart Card functions, basic IT inquiries, and aiding in the collection, analysis, and interpretation of quality data for the ICBs while assisting practices with user support and troubleshooting.

· Provide systems administration to maintain appropriate local reference files for the system.

This role demands strong motivational and performance management skills to effectively communicate objectives and present technical issues to non-technical audiences.

Detailed Job Description and Main Responsibilities

Maintain constructive relationships with a diverse range of internal and external stakeholders, including ICB member GP practices.

The post holder will facilitate the effective utilization of primary care IT systems such as Emis and SystmOne, primarily collaborating with ICBs, GPs, and staff within general practice across assigned practices.

· Engage in relevant internal and external working groups/projects, services, and initiatives that may be complex, sensitive, and politically charged, providing information and analytical guidance to teams.

· Collaborate with team members and GP practices to develop and implement project data collection systems that yield accurate and timely data. Support effective configuration management change control authorization, advising on the impact of new functionalities on service processes and training.

· Support the systems administration function by ensuring relevant system reference files are maintained and updated to reflect changes in clinical systems used by member GP practices.

· Continuously monitor the services and functionalities provided by the systems, focusing on usage, data quality, availability, accuracy, and completeness.

· Coordinate data quality programs to ensure data integrity, enabling accurate information production and facilitating appropriate changes in working practices.

· Investigate general practice procedures concerning information and the use of information technology, advising on best practices and encouraging General Practitioners to align their practices with national and local legislation/guidance.

· Produce data quality action plans to address identified deficiencies and conduct complex analyses of GP systems and data, assessing the accuracy of practice information, interpreting data, and creating reports for practice staff in a constructive manner.

· Work with end users to maximize the effective and efficient use of systems through training and awareness sessions, enhancing member GP practice staff IT skills.

· Liaise with analysis services to extract, analyze, and provide quality clinical data feedback to practices and ICBs.

· Investigate information requirements and advise practices on optimal methods for retrieving and collating quality data to support clinical audits and service development.

· Stay informed about Data Quality methodologies and advancements in Health Informatics, including clinical systems module/reporting developments, providing facilitation support to practices on these topics.

· Escalate issues to the appropriate team managers and third-party suppliers.

· Plan and deliver training for ICBs, developing relevant training documentation and guidelines.

· Ensure training facilities and equipment comply with Health and Safety regulations.

· Contribute to the development and functionality of new features, conducting system testing related to new functionalities, hot fixes, upgrades, and major incidents, and communicating with relevant parties.

· Prioritize, make decisions, and solve problems across key departmental functions, including data quality, clinical system support, information reporting, and training.

· Ensure system users are aware of and comply with relevant IM&T policies, including data protection and IM&T security policies, while supporting the development of IM&T policies related to training, data quality, and clinical system support.
