Job Overview

An exciting opportunity exists for two skilled and motivated Senior Scientists specializing in HIV/STI Surveillance and Prevention to join the Blood Safety, Hepatitis, STIs, and HIV Division at the UK Health Security Agency. We are looking for two epidemiologists to spearhead the execution, management, and analysis of data from various HIV, STI, and hepatitis surveillance systems within the Division. One successful candidate will focus on the HIV/AIDS Reporting Section, overseeing the monitoring and evaluation framework of the HIV Action Plan, and tracking progress towards the goal of eliminating HIV transmission in the UK, with an emphasis on mortality and late diagnosis surveillance. The other candidate will engage in the Interventions: Evidence and Evaluation Section, concentrating on the surveillance of hepatitis, HIV, and/or sexually transmitted infections. The selected individuals will be responsible for developing and executing statistical analyses and metrics, employing mixed methodologies to lead research initiatives, evaluate the effectiveness of health protection measures, and prepare surveillance outputs, scientific reports, and publications.

Key Responsibilities

The roles will necessitate project management skills and potential oversight of staff.

The postholders will be expected to:

  • Lead the implementation, management, and analysis of data from one or more surveillance systems within the BSHSH Division, evaluating various health protection measures to inform and assess preventative interventions.
  • Take charge of developing and designing datasets, managing the collation and validation of data, and ensuring the timely production of outputs such as reports and articles.
  • Oversee the analysis of datasets, providing expert advice on specialized aspects of the analyses, interpreting results, and preparing scientific reports and articles, while also conducting further research.
  • Contribute to the educational activities of the department.

Person Specification

The postholders will engage in tasks across the following areas:

Surveillance and Prevention Monitoring:

  1. Develop and utilize information and intelligence systems to support public health actions across various disciplines and organizations, leading the collation and interpretation of relevant data to formulate the most suitable analyses from diverse sources.
  2. Assume responsibility for the development and productivity of one or more information systems within the HIV/STI Department, collaborating across departments and organizations as necessary.
  3. Conduct specialized and complex analyses of quantitative and/or qualitative datasets, selecting the optimal approach from a range of possible solutions.
  4. Analyze and evaluate quantitative and qualitative data and research evidence from multiple sources to provide recommendations and inform decision-making that may have long-term implications.
  5. Interpret and advise on complex epidemiological and statistical information regarding population health to relevant stakeholders, addressing differing opinions as necessary.

Specialist Advice and Evaluation

  1. Influence public health policy decisions of external agencies by collaborating with complex professional, managerial, and population groups across statutory, non-statutory, and private sectors.

Essential Criteria

  • Degree-level education in a relevant field such as Data Analysis, Epidemiology, Population Health, or Public Health, or equivalent qualifications or significant experience in a similar specialist area.
  • MSc or equivalent experience in public health, epidemiology, health promotion, health-care research, or a related field.
  • Training in research methodologies, infectious disease epidemiology, surveillance, prevention, and/or public health.
  • Relevant professional experience in public health, including surveillance, behavioral research, or health promotion.
  • Significant experience operating successfully in politically sensitive environments.
  • Evidence of ongoing professional development.
  • Experience in communicable disease epidemiology, surveillance, and/or prevention, particularly in HIV or STIs.
  • Demonstrated experience in developing and managing projects in complex and challenging environments, including budget management.
  • Experience in risk management and reporting.
  • Proficiency in using computer and database software packages (e.g., Microsoft Excel, PowerPoint, PowerBI).
  • Experience with statistical software packages, such as STATA or R.
  • Experience in interpreting and evaluating epidemiological data.
  • Experience in data management, analysis, and reporting.
  • Experience in preparing scientific reports and presentations.
  • Ability to maintain confidentiality as required.
