Job Overview

An exceptional opportunity exists for two dedicated and skilled Senior Scientists specializing in HIV/STI Surveillance and Prevention to join the Blood Safety, Hepatitis, STIs, and HIV Division (BSHSH) at the UK Health Security Agency (UKHSA). We are in search of two epidemiologists to spearhead the execution, oversight, and evaluation of data from various HIV, STI, and hepatitis surveillance frameworks within the Division. One of the selected candidates will focus on the HIV/AIDS Reporting Section, specifically on the monitoring and evaluation framework of the HIV Action Plan, assessing progress towards the goal of eliminating HIV transmission in the UK, with an emphasis on mortality and late diagnosis surveillance, as well as outcomes for individuals living with HIV. The other candidate will concentrate on the Interventions: Evidence and Evaluation Section, engaging in the surveillance of hepatitis, HIV, and/or sexually transmitted infections. The successful candidates will be responsible for developing and executing statistical analyses and metrics, employing mixed methodologies to lead research efforts, evaluate the effectiveness of responsive health protection measures, and prepare surveillance outputs, scientific reports, and publications.

Key Responsibilities

The roles will necessitate project management skills and potential oversight of staff.

The postholders will be expected to:

  • Lead the execution, management, and analysis of data from one or more surveillance systems within the BSHSH Division, evaluating various health protection measures to inform and assess preventative interventions.
  • Take charge of developing and designing datasets, managing the collection and validation of data, and ensuring the timely production of outputs, including reports and publications.
  • Oversee the analysis of datasets, providing expert advice on specialized aspects of the analyses, interpreting results, and preparing scientific reports and articles while conducting further research.
  • Contribute to the educational initiatives of the department.

Person Specification

The postholders will engage in tasks across the following domains:

Surveillance and Prevention Monitoring:

  1. Develop and utilize information and intelligence systems to support public health actions across various disciplines and organizations, leading the collation and interpretation of relevant data to derive the most suitable analyses from diverse sources.
  2. Be accountable for the development and productivity of one or more information systems within the HIV/STI Department, extending across departments and organizations as necessary.
  3. Conduct specialized and complex analyses of quantitative and/or qualitative datasets, requiring the selection of optimal solutions from a range of options.
  4. Analyze and evaluate quantitative and qualitative data and research evidence from multiple sources to make informed recommendations that may have long-term implications.
  5. Interpret, provide, and advise on highly complex epidemiological and statistical information regarding population health to various stakeholders, including the NHS and the Department of Health and Social Care, while addressing differing opinions.

Specialist Advice and Evaluation

  1. Influence public health policy decisions of external agencies by collaborating with complex professional, managerial, and population groups, as well as other organizations across statutory, non-statutory, and private sectors.

Essential Criteria

  • Degree-level education in a relevant field such as Data Analysis, Epidemiology, Population Health, or Public Health, or equivalent qualification or substantial experience in a similar role.
  • MSc or equivalent experience in public health, epidemiology, health promotion, health-care research, or a related field.
  • Training in research methodologies, infectious disease epidemiology, surveillance, prevention, and/or public health.
  • Relevant professional experience in public health, including time spent in surveillance, behavioral research, or health promotion.
  • Significant experience operating effectively in politically sensitive environments.
  • Evidence of ongoing professional development.
  • Experience in communicable disease epidemiology, surveillance, and/or prevention, particularly in HIV or STIs.
  • Demonstrated experience in developing and managing projects in complex and challenging settings, including budget management.
  • Experience in risk management and reporting.
  • Proficiency in using computer and database software packages (e.g., Microsoft Excel, PowerPoint, PowerBI).
  • Experience with statistical software packages, such as STATA or R.
  • Ability to interpret and evaluate epidemiological data.
  • Experience in data management, analysis, and reporting.
  • Proven ability to prepare scientific reports and presentations.
  • Capacity to maintain required levels of confidentiality.
