Venesky-Brown's client, a public sector entity, is seeking to appoint an Adults Social Care Financial Services Manager for a contract role. This position offers a hybrid working model, requiring attendance in the office for a few days each week.

Key Responsibilities:

  • Oversee the successful implementation of the organisation's strategy for equitable care costs and social care reform.
  • Manage customer debt resolution processes and enhance departmental strategies.
  • Ensure a streamlined customer service approach, guiding clients on their financial responsibilities as per the Adult Social Care Charging Policy.
  • Lead initiatives on benefit maximisation, assisting clients with residential or community care needs.
  • Advise on the development of purchasing frameworks to ensure transparency and sustainability in service delivery.
  • Support the creation and management of budgets across various services and contracts.
  • Address complex issues within the organisation and collaborate with partner organisations on demographic changes.
  • Drive transformational change and develop strategic visions for the Social Care Financial Service.
  • Provide leadership for financial assessments related to community and residential care, including various payment schemes.
  • Ensure compliance with statutory guidance in financial assessment decisions.
  • Manage intricate cases with discretion and sound judgment.
  • Enhance service quality and collection rates for care charges while providing clients with clear information on care payment options.
  • Collaborate with finance teams to develop an ASC Debt Recovery Policy.
  • Address complaints related to Client Finance and Charging Services effectively.
  • Supervise staff to ensure accurate verification of capital assets and benefit maximisation.

Essential Qualifications:

  • Postgraduate education with significant senior management experience in Adult Social Care financial assessment or related fields.
  • Ability to communicate complex legal and financial concepts clearly to various stakeholders.
  • Proven conflict resolution skills and the ability to facilitate effective problem-solving.
  • Strong strategic planning and organisational capabilities.
  • Demonstrated leadership skills with a focus on staff development and performance improvement.
  • Experience in drafting clear and concise reports.
  • Ability to motivate and manage a diverse team effectively.
  • In-depth knowledge of Deputyship, Appointeeship, and financial assessment processes.
  • Familiarity with relevant legislation and its implications for service delivery.
  • Experience in evaluating service delivery models for financial viability.
  • Proven track record in maximising organisational income through efficient case management.
  • Experience in leading service delivery changes and managing consultations.
  • Knowledge of developing business systems and policies aligned with strategic objectives.
  • Understanding of Adult Social Care financial assessments and debt recovery strategies.
