Opus People Solutions is collaborating with a local authority to find an interim Financial Services Manager for Adult Social Care. This pivotal role involves steering the enhancement of financial systems and processes within the Adult Social Care (ASC) sector while overseeing the finance team.

The ideal candidate will possess a comprehensive understanding of ASC financial operations and responsibilities as outlined in the Care Act. Experience in leading transformation initiatives and implementing brokerage functions within ASC is essential. The successful applicant will work in close partnership with commissioning colleagues. Familiarity with the Mosaic system is highly advantageous.

Main Responsibilities:

  • Ensure compliance with and promote the organization's Health, Wellbeing, and Safety at Work policies, implementing them effectively within designated areas.
  • Prioritize the protection of vulnerable individuals, enabling them to live independently. The role includes promoting and engaging with the organization's responsibility to safeguard the welfare of children, young people, and adults.
  • Demonstrate commitment to diversity and equality in employment, service delivery, and community involvement, fostering a culture that aligns with the corporate vision.
  • Align services with the organization's strategy, vision, objectives, and continuous improvement initiatives, ensuring compliance with relevant policies and procedures.
  • Lead the Social Care Financial Services, managing interdependencies among Financial Assessments, Client Welfare Services, and Commissioned Care Services Payments Teams.
  • Initiate transformational change and develop a strategic vision, operational plans, and business strategies for the Social Care Financial Service.
  • Provide strategic direction and leadership for services including financial assessments, deferred payments, direct payments, independent personal budgets, and brokerage.
  • Accountable for the effective management of the service portfolio.
  • Develop a performance framework aligned with service delivery and benefits realization.
  • Offer oversight, technical expertise, and professional support in various financial assessment areas.
  • Manage the Appointee ship and Deputyship team, ensuring compliance with statutory requirements.
  • Review and enhance systems and processes to support the mobilization of digital systems and best practices within the Adult Social Care Operations department.
