**Job summary**:
We are currently recruiting for a **PMO Analyst** to support our internal programme team and provide expert support and advice to corporate project activities. This role requires an organised and diligent individual with previous experience working in a **PMO or similar role**, having also gained hands on knowledge using a variety of resource management and collaboration tools and ideally working with **Azure DevOps.**

Established in 2019, Livestock Information Ltd has an ambition to enable a more sustainable and competitive meat and livestock sector through its single, modern, and efficient traceability service. The service aims to eventually replace three existing livestock movement services in England and become an important national tool to better control endemic livestock diseases.

Working in partnership with both industry and government, Livestock information ltd successfully launched its sheep, goat and deer movement service and livestock identification service earlier this year. Livestock Information Ltd is a data led organisation and is taking a new approach to capturing and unlocking data to drive positive changes in livestock productivity and sustainability.

This role is available as a **permanent position or as a secondment.** Both options are Home Based, with occasional travel for meetings

**Job description**:

- Provide expert support and advice to corporate projects and ensure that PMO related policies, procedures and standards are maintained, communicated and executed by the project teams, including consistent use of tooling across the organisation
- Collaborate with other department leaders to define, prioritise and scope projects
- Develop and manage project standards and frameworks, including planning, risk and issue management and reporting, ensuring compliance, consistency and quality across projects
- Analyse financial data, including project budgets and resources and provide financial reports and budget position to key stakeholders
- Develop and maintain resource plans, production and analysis of MI to support sourcing and resourcing
- Assure compliance with IR35 legislation by completing CEST, confirming with service suppliers, tracking renewal dates, informing the dispute process
- Produce the resource forecast at month end for input to monthly finance budget report
- Manage day to day recording, monitoring and reporting on service provider contracts, reconciling deliverables and charging at month end
- Manage relevant areas of IT controls, tracking permissions, access, licenses, data retention and disposal
- Maintain the corporate governance schedule and associated meetings (LI board, delivery sprints, internal project governance, senior leadership team)

**Person specification**:

- Proven experience as a PMO Analyst, project support or equivalent role
- Working knowledge of resource management platforms similar to include Fieldglass, along with experience using collaboration tools like Miro and involvement with Azure DevOps
- Strong analytical skills with the ability to understand, interpret and present finance and resource data often of a sensitive nature
- Experience in the day-to-day management of service provider contracts and deliverables, with good written and verbal communication skills and the ability to build strong stakeholder relationships
- Knowledge of agile working practices
- Ability to create, implement and manage policies and procedures, along with a good understanding of IR35 rules
- Strong organisational skills, with a sharp focus on detail and able to self-manage
- Project Management Professional (PMP) Certification is desirable although not essential
