TITLE: Marketing Communications and PR Officer
LOCATION: Newtownabbey
HOURLY RATE: £19.35
HOURS: 37 hours, Monday – Friday 9am-5pm
DURATION: 1 year initially with possibility of extension
On behalf of our client, we are seeking a Marketing Communications and PR Officer who will contribute to the delivery of a full range of proactive marketing and communication functions across the Council to support the delivery of the Council’s Corporate objectives.
Main Responsibilities
1. Support internal business partners by preparing annual marketing, media and communication plans set against agreed budgets, providing value for money to support departmental aims and objectives
2. Develop, implement, manage and report on marketing campaigns to support the delivery of the annual marketing plan. This includes development of key messaging and content (including writing copy, co-ordinating photography, video and graphics), online and offline advertising and media coverage.
3. Maintain and update the Council website and provide support to the digital communications officers for social media messaging on an ongoing basis for responsible services areas.
4. Evaluate campaign effectiveness using a variety of metrics and prepare reports with appropriate recommendations.
5. Keep up to date with service, sales, usage, uptake data, specific trends and sector developments to inform your marketing communications plans.
6. Provide an out-of-hours on-call service on behalf of the Marketing Communications and PR Section e.g. media enquiries, emergencies and service disruption (on rotation).
7. Be pro-active and innovative in identifying, organising and maximising PR opportunities in support of Council services or initiatives.
8. Manage media relations, acting as point of contact in handling external media 2 enquiries, requests for PR assistance from internal customers and promoting positive news about the Council.
9. Brief Council Officers and Elected Members on media issues to prepare for any media contact, including interviews.
10. Researching and drafting press releases/statements in line with agreed key messages and Council objectives.
11. Monitor on a daily basis local and regional media coverage and highlight any issues of interest to the Senior Management Team.
12. Monitor media activity and prepare media evaluation reports.
13. Develop and maintain an effective media database.

Experience
A degree in a relevant discipline e.g. Marketing, Communications, Business Studies or an equivalent level 6 qualification, as per the UK qualifications framework in a relevant discipline.
Skills/Abilities/Knowledge
1. Possess at least *2 years’ experience in a wide range of Marketing and PR activities to include experience of the following:
* Devising and implementing communication campaigns (both online and offline)
* Preparing and producing publications
2. Have 1 years’ experience in public relations.
3. Good planning and project management skills.
4. Excellent organisational skills with the ability to work on own initiative and prioritise workload to meet strict deadlines.
5. Displays a positive attitude including a solution based, flexible and enthusiastic approach.
6. Maintain a high standard of quality and accuracy.
7. Creative and innovative to deliver service improvements.
8. Full current driving licence or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full.
9. To be available from time to time to carry out duties outside of normal working pattern and in addition to basic contracted hours. Such additional hours will be remunerated in line with Council’s approved policies at that time.
Desirable Criteria:
1. Membership of the Chartered Institute of Public Relations or Chartered Institute of Marketing.
2. Previous experience of working within Local Government in a Marketing and PR role.
