JOB TITLE: Media Officer

LOCATION OF POST: Mossley Mill but may be required to work at Antrim Civic Centre or other locations as required.

MAIN PURPOSE OF JOB: The Media Officer will contribute to the planning and delivery of a full range of media and PR functions that supports and enhances the public profile and reputation of the Council.

PUBLIC RELATIONS & MEDIA;
1 Be pro-active and innovative in identifying, organising and maximising PR opportunities in support of Council services or initiatives, with a strong focus on promoting and enhancing the brand, image, profile and reputation of the Borough and the Council at a local, regional, national and international level.

2 Researching and writing press releases/statements in line with agreed key messages and Council objectives.

3 Build and maintain positive relationships with local media outlets and journalists. Manage media relations, acting as point of contact in handling external media enquiries, requests for PR assistance from internal customers and promoting positive news about the Council.

4 Brief Council Officers and Elected Members on media issues to prepare for any media contact, including interviews.

5 Keep up to date with developments, changes and potential issues that may impact the Council’s reputation. Proactively prepare statements to protect the organisation’s reputation 2

6 Provide an out-of-hours on-call service on behalf of the Communications Section e.g. media enquiries, emergencies and service disruption (on rotation).

7 Plan, source and oversee PR photography for the Council’s photographic library, Attend photocalls, prepare briefs and provide direction to photographer.

8 Support the creation, development and co-ordination of marketing and brand planning and delivery to include digital media, mixing traditional and digital design, corporate literature. -
- 9 Support PR of Civic and Mayoral events in conjunction with other officers or external agencies, ensuring delivery is within budget allocation.

10 Monitor on a daily basis local and regional media coverage and highlight any issues of interest to the Senior Management Team.

11 Support with the evaluation and reporting of the impact of PR, Media and Corporate Affairs Strategy, regularly reviewing the approach as required.

12 Develop and maintain an effective media database.

13 Support crisis communication and issues management for the Council MARKETING COMMNUNICATIONS

14 Support with the preparation of content for Council’s corporate publications

15 Work with the Marketing team to identify potential media issues from within their projects.

16 Support the Marketing team through the review and/or drafting of press releases and briefing notes in line with agreed key messages and Council objectives for Marketing related activities.

17 Support the Marketing team through the identification of media opportunities for marketing projects and initiatives. ADDITIONAL AREAS

18 To attend Council and Committee meetings and provide Elected Members and Council officers with professional advice on aspects of media relations.

19 Provide assistance to the Head of Corporate Affairs in researching and updating policies and procedures.

20 Research, prepare and draft speeches for Elected Members and senior officers when acting as Council representatives.

GENERAL RESPONSIBILITIES

1 Demonstrate a team approach to achieving the objectives of the Section through full flexibility in relation to tasks undertaken.

2 Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.

3 Continuously develop personal knowledge and skills to enhance internal and external customer service.

4 Comply with, and ensure that other staff comply with, Council’s policies and procedures including those relating to health, safety, wellbeing and safeguarding.

5 Promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values.

6 Carry out any other relevant duties which may be assigned including working in other sections of the Department and Council.

7 To be available from time to time to carry out duties outside of normal working hours and in addition to basic contracted hours. Such additional hours to be remunerated in line with the Council’s policies at that time.

8 To be available to work flexibly in other services during emergencies.

QUALIFICATIONS
- A degree in a relevant discipline e.g. Communications, Public Relations, Marketing,
- Media, Business Studies or an equivalent level 6 qualification, as per the UK qualifications framework in a relevant discipline.
- Consideration will be given to applicants who do not hold a Degree in a relevant discipline but who can demonstrate at least 3 years relevant experience.
