JOB PURPOSE

We have an exciting new opportunity for an experienced Benefits & Revenues Manager to oversee a generically focussed benefits and revenues team, with the responsibility for delivering the following key functions:

Council tax, non-domestic rates and BIDS, billing, collection, and enforcement.Maintain and actively pursue debts for sundry income and housing benefit overpayments.Assessment and administration of housing benefit (HB) and local council tax Support (LCTS).KEY RESPONSIBILITIESManage the operational day to day activities of the service, staffing and developing the teams to provide a generic and legislatively compliant service that meets Council policies.Be responsible for income generation and expenditure in respect of local taxation, sundry income, local council tax support, housing benefits and discretionary housing payments.Carry out enforcement action as delegated to include representing the council.Contribute to the service delivery plan, develop the service, set targets and ensure compliance.Deal with disputes, complaints, appeals, MP correspondence and freedom of information requests within set time limits.Monitor staff time and attendance (including sickness absence) and performance against agreed targets, taking action as appropriate, feeding the results into 121's and performance development and OKR reviews.Checking and sanctioning refunds.Identifying debt to be written off and authorise credit notes/write on's following Council procedure and preparing reports as necessary.Preparing paperwork related to sanctions, cautions and administrative penalties.Ensure that the Revenues and Benefits system balances with the finance system.Maintain NEC and Enterprise through system administration, reporting and escalating any issues.Carry out annual billing process for Council Tax, Business rates and BIDs, ensuring full compliance.Embrace and promote the values of the organisation and ensure that the highest standards of conduct.SKILLS AND EXPERIENCEIn-depth knowledge of Housing Benefit Legislation and Local Council Tax Support Legislation.Experience of working Revenues or Benefits environment.Working knowledge of a Revenues and Benefits System.Ability to gather and analyse facts and information.Excellent computer literacy/IT skills.Ability to manage change and embed within teams.Ability to manage performance effectively and develop team working.Demonstrates personal integrity with a strong adherence to corporate governance and ethics and values expected in a public service setting.Demonstrate that you have a sufficient fluency in speaking English to perform effectively in this role.A courteous firm and fair approach to customers.Ability to deal with belligerent customers.High standard of written and verbal communications.Ability to work flexible working hours to suit the demands of the service.Hold a full driving licence and have use of a vehicle.BENEFITS OF WORKING FOR USFriendly and supportive environment underpinned by our values.Hybrid working including flexibility around working patterns.Local government pension.Generous annual leave.Private Healthcare.Free Parking.Discounted Gym membership.Fantastic modern offices with complementary refreshments.Plus, moreNOTE:
