Job Description

The Head of Commercial for London is a management position within the Heat UK business, tasked with supporting the delivery of the London Region's ambitious growth plans and financial performance targets.  This role is responsible for developing and overseeing the critical commercial functions for our London Heat Networks team.  The Head of Commercial will lead a team of high-performing commercial managers and analysts, collaborating closely with business development, legal, engineering, and finance professionals to identify and deliver high-quality project opportunities.   The commercial team is integral to the region’s  future success, ensuring that heat networks are developed, constructed, and operated in alignment with our business plans.

The Head of Commercial will lead the development of the region’s investment business cases and commercial structures necessary to deliver and operate heat network assets. The commercial team plays a vital role in preparing and negotiating new heat network developments and customer connections, including pricing capital works, new connections, and network energy tariffs. This team also oversees applications and management of grant support schemes for heat network development and construction, as well as participating in annual business planning, internal and external reporting, and portfolio risk management activities.  Additionally, the role involves managing our obligations under various contracts, such as concession agreements, connection agreements, heat supply and offtake agreements, land acquisition, construction, and operational contracts.

As a member of the London Heat Management Team, you will share collective oversight of the entire business and bear responsibility for business growth and executing the regional strategy. Collaboration with colleagues from legal, finance, and procurement departments is essential to innovate and find alternative commercial structures that reduce risks or enhance value by better meeting client needs. A comprehensive understanding of the interplay between risks, client requirements, contractual terms, capital investments, operating expenses, and associated sub-contracts is crucial. Close alignment with business development and engineering colleagues will be vital for our collective success.

Through your team and your own efforts, you will have oversight of numerous deals currently in development and negotiation. Across all of these, you will ensure rigor by providing review, challenge, and approval of commercial assumptions, business cases, and financial models. The Vattenfall Group governance process will be one of your priorities, working with colleagues to ensure deals progress through various stage-gates. You will be the owner of our commercial processes and internal governance within the London team. To facilitate continuous improvement, you will periodically assess the team’s capabilities, training needs, processes, and tools, and adjust resource allocation to manage capacity and capability constraints.

The role is pivotal to the business’s growth, competitiveness and profitability, with a responsibility to support the organization in securing new customers, advancing projects to Final Investment Decision, and efficiently delivering subsequent commitments.


Qualifications

Key Responsibilities / Duties

  • Develop and lead the London commercial team, that is able to effectively deliver required business objectives
  • Review, challenge and approve commercial assumptions, business cases and financial models
  • Manage and provide oversight for financial modelling provided by Analysts and in-house Valuations team across the portfolio of deals
  • Be the commercial lead on our largest deals working with Business Development and Engineering colleagues to deliver technical and commercial proposals to clients, both private developers and public sector clients, negotiating and closing contracts and securing approval for Final Investment Decision
  • Ensure projects progress through Vattenfall stage-gates and internal governance groups
  • Contribute to innovation around commercial and financial structures
  • Working with Engineering, Delivery and Procurement colleagues to scope and manage major partnerships with consultants and delivery partners
  • Represent Vattenfall Heat with clients, customers, government ministers, and other stakeholders

Knowledge and Skills

  • An understanding of contract law, preferably including construction law from the perspective of previous work in commercial or even legal roles
  • Understanding of UK energy and property markets particularly focusing on the drivers for low carbon energy
  • Ability to work in the interfaces between technical, commercial, operations, construction, and legal specialists, bringing people together
  • Managing projects to strict and challenging deadlines
