**Job summary**:
Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.

We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.

We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government. This role will sit within the GCO, but based in our FCDO commercial team delivering departmental objectives.

**Job description**:
FCDO is seeking a leading Commercial Digital, Data and Technology professional to be responsible for the end to end commercial lifecycle of the Rosa programme, covering; category management, procurement, commercial contract management, and supplier relationship management.

The team collaborates with the business to ensure value for money is realised across; technology services, service ops, cyber, communications, networks, digital and data.

The Commercial Directorate provides end-to-end procurement and commercial solutions to deliver FCDO business, whether that's development programmes, corporate and people services, or managing and improving our overseas estate, IT and security. Overall, the Commercial Directorate provides robust and proportionate review and assurance of FCDO’s third party spending.

The Rosa Service Organisation (RSO) is a distinct part of the Foreign Commonwealth and Development Office (FCDO) which supports the Rosa capability on behalf of the Cabinet Office.

Rosa is a shared IT platform that enables communication and collaborative working at SECRET across the majority of UK and devolved government departments and sensitive industry partners.

- Analysis and development of ROSA IT Service Programme commercial options and procurement strategies.
- Work within the commercial team to support and maintain the commercial processes, including contract preparation, management, and development.
- Gather commercial requirements from spending teams, proactively working across the organisation to ensure future needs are understood and documented.
- Provide commercial and procurement advice to the IT service team on relevant procurement legislations, policy, information, supply market knowledge and commercial experience.
- Review proposals and business cases providing critical challenge to ensure legal and policy compliance, identification and management of commercial risks and delivery of value for money.
