We have an exciting opportunity for a Senior Manager role within Birmingham and Solihull System Coordination Centre (SCC), a team dedicated to delivering high quality patient care, effectively managing risk and tackling heath inequalities across the system.

As the Senior SCC Manager, you will be responsible for Assuring, Developing and Leading the entire output of the UEC SCC. You will undertake a range of tasks that ensure that efficient and effective pathways are created and maintained in a range of areas, such as patient flow, transfer of patient care, escalation management and other operational issues. The Senior SCC Manager will represent the ICB to external partners, NHS England and other senior positions and will need to be able to manage projects as well as create clear strategies for the implementation of change that supports joined up working for UEC and flow improvements.

Main duties of the job

You will be responsible for providing system Tactical support and resilience across BSOL on a day-to-day basis, including:

Monitoring key operational, clinical and quality metrics via a range of dashboards to swiftly identify deterioration in UEC performance across the system and escalate where required Ensuring system assurance is established through clear actions and pre-set targets Ensuring that patient safety and wellbeing is being considered at all times of increased system pressure Support in the identification of opportunities for service developments and innovations

As the Senior SCC Manager, you will also be responsible for:

Understanding and operating in a highly political and sensitive environment Providing strategical oversight to the overall function Managing and delegating a programme of work for all SCC staff, both Strategic and Operational Be the key point of contact for for high OPEL level escalation responses, in line with OPEL level action cards. Facilitate strategic discussion between system partners, to promotesystem coordination and delivery of patient care Oversea the implementation of governance, updating policy and procedures, in line with best practise. Influence decision making at the highest level, with appropriate and actionable data, that can be used in improvement cycles, budgeting and staffing Work with other UEC managers, to ensure team synergy across the department

Job responsibilities

Facilitate system task and finish groups to identify, resolve and embed improvements in access To oversee the SCC, providing strategic management to the overall function, respond appropriately to escalations, chairing system escalation meetings where appropriate and working with strategic system partners and regional colleagues to respond to demand and capacity risk escalations, proactively monitoring patient flow across the system to deliver a coordinated response which will improve patient outcomes and experience Facilitate strategic discussion based on OPEL level action cards to determine and enact real time decisions and actions for system partners to effect rapid impact to resolve issues of system pressure, escalation and risk To ensure appropriate governance across the SCC team, through the use of appropriate systems and processes to document risks, escalations and actions taken in-line with agreed processes to manage risk across the system, and ensuring appropriate reporting and data feeds are in place to support the role of the SCC Working within the overall ICS strategic objectives, devise, implement and monitor the impact of the SCC. Evaluate, interpret and locally implement best practise Develop and implement qualitative and quantitative measures to determine performance against the organisational strategy. Report progress against key metrics through personal representation at senior management forums and by written reports to appropriate boards and groups of staff, and drive process efficiency in the continuous development of the end-to-end cycle and its associated performance metrics Personally lead, support and contribute to formal negotiations with senior level staff from external stakeholders, providing a high level of negotiating expertise to secure the most advantageous arrangements Ensure that best practice is developed and delivered at organisational and departmental levels. Challenge ways of working and persuade, motivate and influence other senior managers to realign their practice where necessary Ensure a smooth transition through decision making processes to the management of contracts Ensure that an appropriate strategy is in line with business objectives and are fully cascaded Devise, manage and update policies and procedures, ensuring the adoption of best practice methodology, rules, standards and thresholds. Disseminating these methodologies etc. to staff within the department and throughout the organisation, and develop and implement strategies for improving performance Responsible for staff and budgetary management and for compiling business plan, developing strategy, and contributing to corporate policies Managing the teams business support function Managing all corporate UEC and SCC business returns, including planning returns Developing and implementing a robust management system to ensure information is effectively managed and best practice is shared across the team, Directorate and the wider health and social care organisations Taking a lead in the coordination of training and development and recruitment activity across the Department Hold line management responsibilities and directly manage the operational work within the SCC responsibility, assigning day-to-day operational tasks to SCC team members, and ensuring the SCC is staffed to be fully operational 7 days a week. Provide line management and overall team management for the SCC function Deputise for the Head of UEC & system flow improvement expanding on knowledge, skills and experience within personal professional development. Educated to master's level or equivalent level of experience of working at a senior level in specialist area Extensive knowledge of healthcare systems and system wide operating Negotiate on difficult and very complex and detailed issues Persuade senior managers of the respective merits of different options, innovation, and new market opportunities Negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups
