We have an exciting opportunity for a Manager role within Birmingham and Solihull System Coordination Centre (SCC), a team dedicated to delivering high quality patient care, effectively managing risk and tackling heath inequalities across the system.

As the SCC Manager, you will be responsible for Identifying, Resolving and facilitating on issues that impacts UEC output. You will undertake a range of tasks that ensure that efficient and effective pathways are created and maintained in a range of areas, such as patient flow, transfer of patient care, escalation management and other operational issues. The SCC Manager will provide leadership on day-to-day activity, whilst supporting the Senior SCC Manager in assuring and governing the implementation of effective change.

Main duties of the job

You will be responsible for providing system operational support and resilience across BSOL on a day-to-day basis, including:

o Monitoring key operational, clinical and quality metrics via a range of dashboards to swifty identify deterioration in UEC performance across the system and escalate where required

o Ensuring system assurance is established through clear actions and pre-set targets

o Ensuring that patient safety and wellbeing is being considered at all times of increased system pressure

o Support in the identification of opportunities for service developments and innovations

As the SCC Manager you will also be responsible for:

Management of the SCC function and coherence with National Standards, including reporting requirements Daily manager for operations and EPRR support Understand, liaise with, and support the wider UEC team to ensure synergy between departments Support the preparation, planning and response to incidents (industrial action, Covid, Influenza) Support and action the system response to OPEL level escalations, in line with system partners Lead and develop others in your area of responsibility

Job responsibilities

Chair and facilitate daily system calls for the Birmingham and Solihull Integrated Care Board and its system partners

Engage, facilitate and arbitrate with stakeholders over sensitive, complex, contentious and confidential issues. They will be required to challenge and overcome resistance to change, using examples of best practice to persuade and influence others

Facilitate discussion around support needed across the system, region and out of system, challenging the actions in place and specifically coordinating agreed actions across providers, where appropriate, to de-escalate system risk

Facilitating the sharing of information and oversight of capacity across the wider system, to ensure a single currency of risk, and facilitate discussion to ensure effective utilisation of community infrastructure

Attend daily NHSE regional calls to provide assurance on the actions being taken to manage risk effectively across the system

Managing visibility of neighbouring ICB capacities around mutual aid to improve flow in and out of the system

Responsible for maintaining appropriate governance, through ensuring that across the wider SCC team all key SCC related issues and decisions are logged, actioned and escalated where appropriate in-line with agreed processes

Undertake analysis of the level of risk associated with each issue to determine when escalation to the strategic leads and convening strategic system escalation calls is appropriate

Reviewing prepared data and reports to ensure they show an accurate and aligned picture of performance and risk across the region, systems, and providers, and maintaining systems and processes in place to coordinate and manage returns to regional and national teams as well as the wider system

Hold line management responsibilities and directly manage the operational work within the SCC.

Develop and maintain clearly defined action cards in relation to OPEL and REAP levels, and major/critical incidents, and propose changes to own function, making recommendations for required changes to appropriate standard operating procedures (SOPs) / escalation plans and policies

Ensures that all NHS statutory and mandatory training is kept up to date across the SCC team

Maintain a detailed understanding of pressures and trends, to identify areas for improvement to build into the wider programme of work and recommend inclusion in rapid cycles of improvement and projects

Support the design and delivery of training plans for individuals throughout the organisation and introducing policies and procedures to encourage new ways of working

Participate in relevant internal and external working groups/projects, services and initiatives to provide information and analytical advice and expertise.

Commit to working and engaging constructively with ICS partners on a range of business sensitive issues.

Nurture key relationships and maintain networks internally and externally, including national networks.

Deputise for the Senior SCC Lead expanding on knowledge, skills and experience within personal professional development.

The above is an outline of the tasks, responsibilities and outcomes required of the role. The post holder will carry out any other duties as may reasonably be required by their line manager, including supporting the system coordination centre lead and the head of UEC improvement and system flow.

Essential

Educated to Masters level or equivalent level of experience of working at a senior level in specialist area. Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects Takes decisions on difficult and contentious issues where there may be a number of courses of action. Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales Negotiate on difficult and controversial issues including performance and change.
