Job Description

Job Summary:

We are seeking a highly experienced Senior Planning Officer to join our dynamic and growing team dealing with major development proposals across Essex. As a key member of the Growth & Development team, you will lead on coordinating corporate, single responses to mid to large scale development proposals at all stages of the planning process.

Key Responsibilities:

  • Coordinate corporate, single responses to mid to large scale development proposals, including masterplan/pre-app engagement and working with the Local Planning Authority to ensure that ECC infrastructure and service requirements are captured as development proposals progress through the planning system.
  • Assist Principal Planners leading on Garden Communities and National Significant Infrastructure Project (NSIP) proposals in helping to produce the Council's corporate, single response.
  • Work across the Growth & Development team to deliver high-quality, sustainable development, engaging with stakeholders, partners, Members, and interested parties.
  • Manage complex projects with project management qualification desirable.
  • Engage, negotiate, influence, and persuade key agencies and stakeholders to assist in the delivery of policy outcomes.

Requirements:

  • Educated to at least RQF level 6 (Bachelor's degree) with Chartered Royal Town Planning Institute (RTPI) qualification or equivalent by experience.
  • Evidence of continuing professional development and expert knowledge in relevant professional area.
  • Evidence of successfully managing complex cases or tasks associated with a policy evidence base with demonstrable evidence of leading or of playing an increasingly major role in achieving larger/high profile projects across a range of service/partnership areas.
  • Demonstrable knowledge and understanding of planning policy and legislation and Government guidance on planning issues.
  • Ability to work in a dynamic and fast-paced environment, with excellent communication and negotiation skills.

Working Arrangements:

This is an 'anywhere worker' role, and we welcome applications from people living outside Essex who have a genuine interest in Essex and its constituents. Hybrid working is possible, and the post holder will need to have a driving license and access to a vehicle, or the ability to meet the mobility requirements of the role through other means.
