An exciting opportunity has arisen within the City Council's Spatial Planning team to provide maternity cover as a Senior Housing Enabling Officer within our Garden Communities team.

The role will include overseeing negotiations on planning applications to ensure the delivery of the right mix of all sizes, types and tenures of housing e.g. market, affordable and specialist. This will be critical to the success of the garden community by creating inclusive and balanced communities which meet both local housing requirements and wider demand.

The City Council will be instrumental in this change by shaping new development through our development management and long-term strategic planning roles. The successful applicant will be able to demonstrate experience of a dealing with a wide range of housing and planning work including development work and analysing housing need and solutions as well as excellent communication and interpersonal skills, flexibility and the ability to analyse housing and associated infrastructure needs and solutions, plus the implementation of development parcels.

Ideally, the successful applicant will be educated with a relevant degree in housing, planning or related discipline with membership, or eligibility to be a member of relevant professional body such the Chartered Institute of Housing or Royal Town Planning Institute, however this is not essential.

Now is an exciting time to join our Chelmsford Garden Community project (CGC) as, since being allocated in our Local Plan, the team has already delivered 2,500 homes, Essex's first all-through school, community and commercial developments and the start of a new train station. Over the next 25 years, CGC will deliver over 10,000 new homes, significant new employment, mobility hubs, further secondary and primary schools and a wide range of community facilities. Inspired by the TCPA Garden City Principles. The award-winning Beaulieu and Channels neighbourhoods are the first phases of CGC under construction and Government funding has been secured and planning permissions in place for a new bypass and rail station, to also serve CGC.

The post is full-time, working 37 hours a week with a current flexible hybrid approach of 2 days in the office in Chelmsford and 3 days working remotely.
