About the Opportunity

The Carbon Capture Usage and Storage Programme (CCUS) represents a pivotal initiative within the Department for Energy Security & Net Zero (DESNZ). This programme is a key component of the Government Major Projects Portfolio (GMPP) and is recognized as one of the most intricate projects undertaken by the government. It plays a crucial role in achieving net zero carbon emissions by 2050 while also fostering economic growth through job creation and enhancing the UK's competitive position in global markets. The initiative aims to establish a new industry comparable in scale to the UK gas sector within a decade to fifteen years.

Key Responsibilities of the Successful Candidate

As a member of the Senior Leadership Team (SLT) within the DESNZ Energy Infrastructure Group (EIG), and reporting directly to the Director General of EIG, the CCUS Programme Director will be instrumental in steering the programme towards success. The role encompasses overseeing a vast and multifaceted portfolio, which includes various workstreams at different stages of development. The Programme Director will collaborate closely with three Senior Responsible Owners (SROs) to ensure cohesive progress across the programme.

Specific Duties Include:

  • Overseeing multiple delivery partners and supply chains within the sector.
  • Facilitating the industry’s delivery of initial programme phases to meet defined carbon and economic objectives.
  • Establishing a pathway towards a self-sustaining market that aligns with net zero targets by 2050.
  • Leading and nurturing a diverse, inclusive, and multidisciplinary team dedicated to programme delivery.

Role Expectations

The Programme Director will:

  • Provide strategic leadership for a significant infrastructure and regulatory programme, which is crucial for launching a new industry and enabling net zero objectives.
  • Manage a team of eight direct reports at the Deputy Director level along with a civil service team.
  • Oversee programme and administrative budgets totaling approximately £20 million annually.
  • Collaborate with SROs to maintain the integrity of the programme’s business cases while optimizing costs.
  • Coordinate with DESNZ colleagues and other government departments to ensure the programme meets broader governmental policy objectives.

Core Responsibilities Include:

  • Ensuring the CCUS programme is designed to achieve its benefits within specified cost and time constraints.
  • Developing comprehensive business cases and strategic plans for CCUS implementation.
  • Ensuring the project is adequately resourced and structured for success.
  • Defining budgetary requirements and managing them within established limits.
  • Establishing clear roles, responsibilities, and targets for the team.
  • Monitoring, forecasting, and reporting on overall programme progress.
  • Identifying and mitigating risks and issues while managing change effectively.
  • Overseeing supplier performance and ensuring compliance with project standards.
  • Engaging with SROs on ministerial and cross-government communications.
  • Building relationships with stakeholders, particularly delivery partners and supply chains.
  • Ensuring all project activities adhere to ethical and legal standards.
  • Providing line management support to direct reports and fostering their development.

The ideal candidate will possess exceptional programme management capabilities, with a strong background in commercial and major programme delivery, ideally within the energy and net zero sectors. They should demonstrate:

  • A proven track record of successfully leading complex infrastructure and regulatory programmes.
  • Excellent communication and influencing skills, capable of earning the trust of both external industry stakeholders and senior internal figures.
  • Adeptness in leading teams that engage with senior industry leaders, supported by a solid understanding of the energy sector and regulatory frameworks.
  • Strong commercial acumen and a comprehensive understanding of supplier dynamics and value-for-money considerations.
