About the Opportunity

The Carbon Capture Usage and Storage Programme (CCUS) represents a pivotal initiative within the Department for Energy Security & Net Zero (DESNZ). This programme is integral to the Government Major Projects Portfolio (GMPP) and is recognized as one of the most intricate projects undertaken by the government. It plays a crucial role in achieving net zero carbon emissions by 2050 while also delivering significant economic advantages, including job creation and enhancing the UK's competitive position in global markets. The programme aims to establish a new industry comparable in scale to the UK gas sector within a decade to fifteen years.

Key Responsibilities of the Successful Candidate

As a member of the Senior Leadership Team (SLT) within the DESNZ Energy Infrastructure Group (EIG), and reporting directly to the Director General of EIG, the CCUS Programme Director will be instrumental in steering the programme towards success. This role encompasses overseeing a substantial and multifaceted portfolio, with various workstreams at different stages of development. The Programme Director will collaborate closely with three Senior Responsible Owners (SROs) across two directorates, ensuring clear accountability for the benefits each is tasked with delivering. The Programme Director will provide comprehensive leadership and guidance to the CCUS Programme team across several critical activities, including:

  • Management of diverse delivery partners and supply chains within the sector.
  • Facilitating industry-led initiatives to meet specific carbon reduction and economic objectives.
  • Establishing a pathway to a self-sustaining market that aligns with net zero targets by 2050.
  • Leading a diverse and inclusive multi-disciplinary programme delivery team within DESNZ.

Specific Duties of the Programme Director

  • Offer strategic leadership for a significant infrastructure and regulatory programme, with the initial phase included in the Government Major Programme Portfolio, aimed at launching a new industry and supporting net zero objectives.
  • Oversee a team of eight direct reports at the Deputy Director level and manage a civil servant team.
  • Take responsibility for programme and administrative budgets approximating £20 million annually.
  • Work collaboratively with SROs to ensure the successful delivery of the programme’s business cases, focusing on maximizing benefits while minimizing costs.
  • Coordinate with other DESNZ colleagues and government departments to ensure alignment with broader governmental policy goals.

As the CCUS Programme Director, your primary responsibilities will include:

  • Ensuring the CCUS programme is designed to achieve benefits within established cost and time parameters.
  • Developing comprehensive business cases and plans for CCUS implementation.
  • Ensuring adequate resources and organizational structure for the project.
  • Defining and managing budgetary requirements within agreed limits.
  • Establishing clear approaches, accountabilities, work scopes, and targets for the team.
  • Monitoring, forecasting, and reporting on overall progress against established plans.
  • Identifying and mitigating risks and issues while managing change effectively.
  • Overseeing supplier performance and ensuring compliance with project standards.
  • Collaborating with SROs on ministerial and cross-government engagement initiatives.
  • Engaging with stakeholders, particularly delivery partners and supply chains, to foster collaboration.
  • Ensuring all project activities adhere to ethical and legal standards.
  • Providing line management support to direct reports and assisting in team management.

Candidate Profile

The ideal candidate will possess a robust background as a Programme Director, showcasing extensive commercial and major programme delivery expertise, ideally with a profound understanding of the energy and net zero sectors. Candidates should demonstrate the following essential qualifications:

  • Exceptional leadership and management capabilities in areas of public interest or scrutiny.
  • Proven success in leading complex infrastructure and regulatory programmes.
  • Strong communication and influencing skills, with the ability to earn the respect and trust of both external industry stakeholders and senior internal figures.
  • Ability to lead teams that effectively negotiate and influence senior industry leaders, supported by a solid understanding of the energy sector and regulatory frameworks.
  • Strong commercial acumen and an understanding of supplier and industry financial matters, with a track record of embedding value-for-money principles into decision-making and programme execution.

Compensation and Benefits

In addition to a competitive salary of £125,000, the Department for Energy Security & Net Zero contributes £33,750 towards membership in the Civil Service Defined Benefit Pension scheme. The department also offers a comprehensive benefits package, including:
