London, Greater London, United Kingdom OFGEM Full time

Job Overview

Drive the formulation of policies that contribute to a sustainable and equitable energy framework for the UK.

OFGEM serves as the independent energy regulator for Great Britain, dedicated to safeguarding energy consumers, particularly those in vulnerable situations, by ensuring fair treatment and promoting a cleaner, greener environment.

Our work is pivotal for consumers and involves collaboration with various industry stakeholders. Energy is the backbone of our society and economy, making our policy initiatives crucial and fulfilling. These initiatives not only protect consumers but also empower businesses, shape the energy sector, and facilitate significant societal and infrastructural transformations essential for achieving a Net Zero future.

In this role, you will take the lead in a specific policy domain, providing comprehensive knowledge and strategic guidance to enhance decision-making and foster continuous improvement. You will engage in ongoing development of your expertise and collaborate across OFGEM to align with organizational goals. Your ability to communicate the benefits, challenges, and trade-offs associated with policy proposals will be vital for engaging OFGEM colleagues and sector stakeholders effectively.

We embrace a Flexible Resourcing model, allowing you to work on diverse projects across OFGEM or focus on a longer-term assignment within a team to cultivate specialized skills and knowledge. We are committed to supporting your growth in Policy & Strategy competencies to advance your career.

To succeed in this position, you will need strong policy acumen, capable of identifying, analyzing, and articulating complex issues. You will collaborate with others to devise solutions and present policy recommendations that weigh various trade-offs. Additionally, you will manage project delivery, establish clear priorities, assist others in problem-solving, and pursue continuous improvement. Your work will need to clearly demonstrate its relevance both internally and externally, fostering an open and inclusive dialogue.

We prioritize the ongoing professional development, training, and support of our dedicated team members. You can also expect a comprehensive benefits package, a supportive work environment surrounded by expertise, hybrid working options, and a shared commitment to our mission.

We encourage applications from individuals of all backgrounds, particularly those from underrepresented groups. While this is a full-time position, we welcome flexible working arrangements and job share proposals.

Role Responsibilities

Purpose

Energy policy influences every facet of our daily lives—at home, in the workplace, and during leisure activities. It is essential for safeguarding consumers, enabling businesses, and influencing the energy sector while facilitating critical societal and infrastructural shifts towards a Net Zero future.

Current challenges such as rising costs and supply security compel all sectors of the energy industry to collaboratively ensure that this vital resource remains accessible. In addition to addressing immediate complexities, we are committed to future-oriented policies that promote a transition away from fossil fuels, identifying and developing new renewable energy sources as viable alternatives. We are also advocating for improvements in the wholesale energy market to achieve more efficient pricing and better outcomes for consumers.

Such challenging circumstances necessitate decisive action. We seek individuals ready to confront these challenges directly and assist in creating a greener, fairer energy system.

Our policy framework is built on three foundational pillars: Strategy—ensuring that our approach is informed by sound evidence and analysis; Democracy—instilling confidence through robust governance and accountability; and Delivery—implementing effective systems that translate policy into practice.

Key Responsibilities

  • Lead a specific policy area, providing comprehensive knowledge and strategic oversight to facilitate effective decision-making and continuous enhancement.
  • Continuously develop expertise in your policy area, including proposals, research, technology, consumer needs, and stakeholder perspectives.
  • Collaborate across OFGEM to ensure alignment with organizational priorities, guiding and supporting colleagues in adapting to change.
  • Deliver high-quality, timely, and rigorous analysis of key issues and policy options, resulting in evidence-based recommendations.
  • Manage key projects, including stakeholder engagement, prioritization, planning, and execution.
  • Ensure decision-makers consider relevant legislation and regulations, escalating critical issues as necessary to uphold consumer interests.

Essential Qualifications

  • Policy Skills: Ability to identify, analyze, and articulate complex issues; collaborate with professionals to develop solutions and present recommendations that account for trade-offs and risks.
  • Delivery Management: Set clear objectives and priorities, assist others in problem-solving, and pursue continuous improvement.
  • Communicate the relevance and strategic alignment of your work with organizational priorities.
  • Foster open, creative, and inclusive engagement with internal and external partners.

Desirable Qualifications

  • Knowledge of the energy sector and regulatory landscape, with an understanding of OFGEM's role in consumer protection.
  • Familiarity with contracting and procurement processes.

Behaviors

During the selection process, candidates will be assessed against the following behaviors:

  • Seeing the Big Picture
  • Making Effective Decisions
  • Communicating and Influencing
  • Delivering at Pace

Technical Skills
